Mr. Vo Tan Duc, Acting Chairman of Dong Nai Provincial People's Committee, inspected the site clearance work for Bien Hoa - Vung Tau Expressway in 2023.
The Provincial Party Committee - People's Committee of Dong Nai province has focused on directing the site clearance work in the area, especially the Long Thanh International Airport project and Bien Hoa - Vung Tau Expressway, and Ho Chi Minh City Ring Road 3.
Up to now, the Long Thanh International Airport project has handed over the entire site. Currently, Dong Nai is focusing all its forces on the Bien Hoa - Vung Tau expressway and Ring Road 3.
Bien Hoa - Vung Tau Expressway passes through Dong Nai province, with a length of 34.2km and an area of land to be recovered of about 289.2ha.
Of which, component project 1 is 16km long, the section passing through Bien Hoa city must recover more than 59 hectares of land. Currently, the site is handed over for more than 35 hectares, the compensation plan is expected to be approved in August 2024, the site handover will reach 70% in August. Before September 15, the entire site handover will be completed.
For the section through Long Thanh district, about 78 hectares must be reclaimed. Up to now, 70.21% has been approved, 36.32 hectares (over 46%) have been handed over. It is expected that the entire project will be approved in August, and the site handover in August will reach 80%. Before September 15, the entire site will also be handed over.
The 18.2km long component project 2 alone has been approved at over 70%. Long Thanh district has handed over 85.87ha of land, reaching over 56%. Up to now, the mobilization work has basically cleared the route, and is expected to be completed, approved and handed over in August 2024.
A section of Bien Hoa - Vung Tau highway through Dong Nai province has had its land cleared, and the contractor has started constructing the ground for the route.
With the determination to make efforts to bring key projects to the finish line on time, what plans has Dong Nai made?
Dong Nai province has launched three 30-day and night campaigns to speed up site clearance for key projects in the province, focusing on the Bien Hoa - Vung Tau expressway and Ring Road 3.
The province has mobilized officials from provincial departments and branches to support Long Thanh district and Bien Hoa city in site clearance. Currently, the results achieved are better than before, although they cannot meet the progress as directed by the Prime Minister.
Dong Nai will focus on prioritizing the handover of the project site for component 2 of the Bien Hoa - Vung Tau expressway before September 15, 2024.
This is the section from the Ho Chi Minh City - Long Thanh - Dau Giay expressway intersection to the section through Ba Ria - Vung Tau province, across Long Thanh airport. After the handover, the province will work with contractors to focus on increasing human resources, equipment, and construction day and night to keep up with the progress of the section through Ba Ria - Vung Tau province.
The remaining part of component project 1 will strive to be handed over in September 2024.
With a resolute spirit and the highest political determination, the Provincial Party Committee and Provincial People's Committee are committed to completing the site clearance for the Bien Hoa - Vung Tau expressway in September 2024.
What is the biggest difficulty facing the locality at present? What does the province propose to the Government and ministries, especially regarding land resources for the expressway project?
The biggest difficulty now is the source of materials for the construction of the Ho Chi Minh City Ring Road 3 project and the Bien Hoa - Vung Tau expressway.
Mr. Vo Tan Duc held a meeting to discuss the 'strategy' for land clearance for Bien Hoa - Vung Tau Expressway and Ho Chi Minh City Ring Road 3 on August 13.
In total, the Beltway 3 project and Bien Hoa - Vung Tau Expressway require 2.2 million m3 of construction stone; 1.2 million m3 of sand for filling; and 5.85 million m3 of soil for embankment.
To ensure the supply of construction materials for Ring Road 3 and Bien Hoa - Vung Tau Expressway, Dong Nai Provincial People's Committee has sent a document requesting the Ministry of Natural Resources and Environment to have a special mechanism.
This includes requesting permission to carry out underground mining in areas that are not planned mineral mine locations.
Second, after exploiting materials, people continue to use the land according to the granted land use right certificate.
Dong Nai Provincial People's Committee hopes that the Government and the Ministry of Natural Resources and Environment will agree with Dong Nai's proposal to soon ensure the source of filling materials for Ring Road 3 and Bien Hoa - Vung Tau Expressway.
After resolving this issue, Dong Nai committed to putting the two projects into operation in sync with the Long Thanh International Airport project when it comes into operation.
