Provincial Party Secretary inspects Kim Son sea area

On September 7, Comrade Doan Minh Huan, member of the Party Central Committee, Secretary of the Provincial Party Committee, inspected the Kim Son sea area, surveyed the Binh Minh IV dike and visited the works on Con Noi and Con Mo. The delegation included leaders of Kim Son district and the Provincial Border Guard Command.

According to reports from the authorities, Kim Son has 18 km of coastline located between two large river mouths, the Day River and the Can River. The alluvial plain of Kim Son district has a sedimentation rate of about 80-100m per year.

From 1959 to now, there have been 4 times of dike construction to reclaim land from Binh Minh I to Binh Minh IV, with a total of 5,027.9 hectares of land reclaimed from the sea. Specifically: Binh Minh I dike was built in 1959, with a dike length of 7.8 km, and 877.9 hectares of land reclaimed from the sea; Binh Minh II dike was built in 1980, with a dike length of 25.2 km, and 2,000 hectares of land reclaimed from the sea; Binh Minh III dike was built in 1998, with a dike length of 15 km, and 1,450 hectares of land reclaimed from the sea; Binh Minh IV dike project was implemented from 2018 with a phase I length of 6.3 km (from Binh Minh III dike to the road to Con Noi) with a total investment of 480 billion VND.

Con Noi has an area of ​​30 hectares above ground, including about 1,000 hectares under water; currently, the Ministry of National Defense has invested in building a 5 km long anti-erosion embankment for Con Noi in phase I and phase II. From 2017 to 2019, the Ministry of National Defense invested in building a road to Con Noi with a total length of about 5.88 km, costing 467 billion VND. Currently, the Ministry of National Defense is preparing a project to invest in building a dyke connecting Con Noi to Binh Minh IV embankment with a cost of 698 billion VND.

Con Mo is about 3 km from Con Noi. The investor and construction unit are speeding up the construction progress of the Con Mo Observatory project with a cost of 69 billion VND from the provincial budget. Up to now, about 70% of the project has been completed and is expected to be completed by the end of 2023, 6 months earlier than planned.

These are all important projects serving the development of the marine economy, natural disaster prevention, search and rescue, response to climate change, as well as ensuring national defense and security, gradually concretizing Resolution No. 11-NQ/TU of the Provincial Party Committee on sustainable development of the Kim Son coastal economic zone, period 2022 - 2030 and Resolution of the 22nd Provincial Party Congress, term 2020 - 2025.

Through field surveys and listening to reports from units, Comrade Doan Minh Huan, Member of the Party Central Committee, Secretary of the Provincial Party Committee, highly appreciated the position and role of the Kim Son coastal area in socio-economic development associated with ensuring national security and defense in the current situation. At the same time, he praised the spirit of efforts to overcome difficulties of units, investors, and construction units in difficult conditions due to the specific characteristics of implementing projects at sea. The Provincial Party Secretary requested relevant departments, branches, localities, investors, and contractors to implement the project to ensure technical quality, absolute safety in all aspects and put the project into use according to the set plan.

On this occasion, the Provincial Party Secretary visited, encouraged and presented gifts to officers and soldiers of Squadron 2 (Provincial Border Guard Command), Con Noi Border Control Station (Kim Son Border Guard Station). He wished officers and soldiers of the two units good health, heightened vigilance, coordinated efforts to firmly protect the sovereignty of the maritime border, and ensured security and order in the Kim Son marine economic zone.
