Organizational innovation, improving the quality of public service units

Huong Khe District (Ha Tinh) identified innovation in the organization and management system, improving the quality and efficiency of public service units as a key and continuous task.

On the morning of February 28, Deputy Head of the Provincial National Assembly Delegation Tran Dinh Gia chaired a thematic supervision session on "Implementation of policies and laws on innovation of the organizational and management system, improving the quality and efficiency of public service units in the period of 2018 - 2023" in Huong Khe district.

Over the past years, Huong Khe district has paid attention to directing the serious, timely and effective implementation of the Party's guidelines and policies, legal regulations on innovation of the organizational and management system, improving the quality and efficiency of operations of public service units in the area.

Accordingly, the organizational structure of public service units has been improved and streamlined, gradually overcoming duplication and overlap, and operating more effectively and efficiently. The number of deputies and those receiving salaries and allowances from the state budget has been sharply reduced. The staff, civil servants and employees who have been reorganized and streamlined are basically assured in their work and have fulfilled their tasks well. From 2015 to present, Huong Khe has implemented a policy of streamlining the staff for 106 civil servants of service units.

As of December 31, 2023, Huong Khe has 59 public service units, including 1 unit that self-guarantees regular expenses and 58 service units whose regular operating expenses are fully guaranteed by the State.

Mr. Ngo Xuan Ninh - Chairman of Huong Khe District People's Committee analyzed in depth the results of implementing the innovation of the organization and management system, improving the quality and efficiency of public service units in the area.

At the conference, delegates frankly pointed out the limitations in implementing policies and laws on innovation of the organizational and management system, improving the quality and efficiency of public service units in Huong Khe district such as: the staffing quota and the number of employees in most assigned public service units are still low, some units still lack human resources compared to the requirements of the task. This leads to many difficulties in implementing the policy of streamlining the staff. Revenue from fees and service provision activities of some units is unstable, affecting the ability to increase the level of autonomy to move towards self-ensuring all regular expenditures.

At the same time, the development and promulgation of regulations on functions, tasks, powers and organizational structure, and job descriptions at public service units are still confusing because some ministries and branches do not have specific regulations and instructions; the infrastructure system of schools after the merger has not been invested synchronously and appropriately for each region, so there are still schools...

In the coming time, Huong Khe district determines that innovating the organization and management system, improving the quality and efficiency of public service units is one of the key tasks throughout the implementation of political tasks...

Accordingly, the district proposed that the Provincial People's Committee consider and assign additional staff to the minimum number of employees for public service units that do not have enough employees according to the provisions of Decree No. 120/2020/ND-CP dated October 7, 2020 of the Government.

Speaking at the meeting, Deputy Head of the Provincial National Assembly Delegation Tran Dinh Gia emphasized: In recent times, Huong Khe district has proactively and made efforts to implement policies and laws on innovation of the organization and management system, improving the quality and efficiency of public service units in the area in the period of 2018 - 2023 in accordance with the direction of the Central Government and the province; initially achieved many positive results.

It is recommended that localities continue to review, evaluate, research, and find solutions to effectively implement policies and continuously improve the quality of operations of public service units in the area.

Regarding local recommendations and proposals, the provincial National Assembly delegation will receive, synthesize, and propose to the National Assembly, Government, and province for consideration and solutions in the coming time.
