The impact of the Covid-19 pandemic and especially the economic downturn has caused multi-level marketing revenue in Ho Chi Minh City to decrease to VND2,467 billion.

Ho Chi Minh City Department of Industry and Trade has just reported on the management of multi-level sales activities in Ho Chi Minh City, reporting period 2023.

Accordingly, in 2023, there will be 20 multi-level marketing enterprises operating in the city. Due to the impact of the global economic downturn from the Covid-9 pandemic to date, multi-level marketing revenue in the city in 2023 will decrease to VND 2,467 billion (VND 3,010 billion in 2022). The number of people participating in multi-level marketing will decrease to 85,670 people (97,794 people in 2022).

Currently, there are only 20 multi-level marketing businesses operating legally in the Ho Chi Minh City market.

However, the problem has emerged that recently, the Department has received many complaints and recommendations from people regarding conferences, seminars, and training (mainly online) organized by businesses authorized by participants. According to recent complaints and recommendations, most of the participants authorized by businesses do not operate in the City.

Many conferences and seminars are organized by participants who have not been authorized by the business to closely monitor the content. There are some cases where some conferences, seminars and trainings are organized by participants themselves (mainly online) without authorization from the business.

Some businesses, when preparing the content of their conference, seminar, and training notification documents, do not comply with legal regulations. The Department of Industry and Trade has to reject the documents many times, leading to a waste of time in carrying out this administrative procedure.

Therefore, the Department of Industry and Trade strongly recommends that the City leaders propose that the National Competition Commission study, amend and perfect legal regulations related to state management of conferences, seminars and online training to suit reality.
