Phu Ninh determined to disburse

Low disbursement rate

At the 24th District Party Committee Conference held on April 9, Phu Ninh District Party Committee said that since the beginning of the year, it has focused on directing the removal and resolution of long-standing problems and obstacles; speeding up the progress of compensation and site clearance for key projects and works.

The District Party Committee issued a directive to strengthen the management of investment and basic construction in the district. The Standing Committee of the District People's Council gave opinions on the list of projects from the sources of urban construction and education in 2025 to allocate the implementation capital plan.

However, in the first quarter of 2025, Phu Ninh only disbursed 5,258 billion VND, reaching 6.14% of the usable capital plan (87,445 billion VND), reaching 8.3% of the allocated capital plan (63,392 billion VND).

In order to strive for the highest disbursement of public investment capital in 2025, at the end of March 2025, the People's Committee of Phu Ninh district issued a directive requesting heads of units, departments and offices under the district, Chairmen of People's Committees of communes and towns, and investors of basic construction works to develop detailed disbursement plans for each project and strictly comply with the disbursement plans for each week, month and quarter.

Every 2 weeks, the head of the Party Committee listens to progress reports on the disbursement of public investment capital of the unit and locality.

Carry out procedures for payment of public investment capital within 3 working days from the date of completion and acceptance of the volume as prescribed, do not accumulate payment volume at the end of the year; promptly complete procedures for approval of settlement and disbursement for completed projects put into use.

The document of Phu Ninh District People's Committee clearly stated: Do not let the reason of restructuring the apparatus, merging the province, and abolishing the district-level government be that the officials are irresponsible in performing their duties; consider the responsibility of subordinates in directing and operating the disbursement of public investment capital.

Notably, by March 31, 2025, according to statistics from the Finance and Planning Department of Phu Ninh district, there were 80 completed projects that had not been settled by the commune level as investors (18 new rural projects and 62 projects outside the new rural construction program).

Complete settlement before May 30

In the statistics table of the district's professional sector, Tam Lanh commune has 9 completed projects invested by the People's Committee of the commune that have not been settled, with a total capital of nearly 5 billion VND.

Mr. Phan Duong Mau - Chairman of Tam Lanh Commune People's Committee said that of the 4 projects completed in the 2022 - 2023 period, the locality is waiting for further instructions from the district's professional sector to complete the settlement in May 2025. For the remaining 5 projects that have just been completed, the settlement will also be focused on, serving the handover of documents when implementing the policy of arranging commune-level administrative units.

At the request of the Standing Committee of Phu Ninh District Party Committee, representatives of commune-level investors said that they had reviewed the project documents, and through working with the district's working group, they had made recommendations on related issues to request guidance on resolving the documents with problems and difficulties. The investors affirmed their determination to complete the settlement of completed construction works before May 30, as directed by the District People's Committee.

Mr. Nguyen Huu Binh - Vice Chairman of Phu Ninh District People's Committee said that the District People's Committee has requested to review all investment projects in the area and classify them for specific handling.

For completed projects that have not been settled yet, and have been pending for many years, the investor should focus on copying all documents, developing a plan and roadmap to assign specific responsible people to complete the settlement. In case it cannot be handled, promptly report to the district settlement team for direction.

“If the project has been completed and handed over for use, promptly complete payment and project settlement records, and store monitoring records according to regulations.

As for capital that is slow to disburse and transferred from previous years, investors must review the specific list, clarify the reasons for slow disbursement; classify completed projects, transitional projects, and settled projects to have a solution," said Mr. Binh.

Phu Ninh District Party Secretary Vu Van Tham said that one of the key tasks at present is to prioritize disbursement and settlement of projects and works. Agencies, units, localities and investors coordinate to remove obstacles and shortcomings to smoothly implement projects and speed up implementation progress.

For completed projects, we will focus on payment and settlement, not allowing any outstanding debts in basic construction, and preparing for the handover of documents when implementing the policy of rearranging administrative units at all levels.
