Participating in giving opinions on the draft Law on Management and Investment of State Capital in Enterprises, the National Assembly deputies highly agreed with the necessity of promulgating the draft law. At the same time, they said that the draft Law on Management and Investment of State Capital in Enterprises was developed to perfect the institutions and stabilize the legal environment for State capital investment in enterprises; create a complete and stable legal environment and corridor for State capital management and investment in enterprises; ensure respect for and enhance the autonomy and self-responsibility of enterprises, along with strengthening the State's inspection and supervision in the management and investment of capital in enterprises; ensure that enterprises operate according to market mechanisms in business sectors and occupations as required by the State (owner).

At the same time, enhance the role and operational efficiency of State-owned enterprises commensurate with the State capital invested in enterprises, ensuring that enterprises with State capital play a leading role and hold a key position in the economy; mobilize and promote all resources of the State economic sector in general and State-owned enterprises in particular for socio-economic development.

Participating in giving opinions, National Assembly Deputy Cao Manh Linh (Thanh Hoa National Assembly Delegation), Standing Member of the National Assembly's Judicial Committee, agreed with the necessity of amending the provisions of the Law on Management and Use of State Capital Invested in Production and Business at Enterprises (Law No. 69/2014/QH13) to overcome some shortcomings in the implementation process in the past. At the same time, it is necessary to consider more about the scope and subjects of application of capital contributions of enterprises; it is necessary to recalculate the management and supervision of state-owned enterprise activities and state investment capital in enterprises. Instead of having to give opinions on too many contents of investment activities of enterprises, the presiding agency should focus on giving opinions on the charter of organization and operation, strategy and financial regulations of enterprises, and at the same time focus on assigning targets, evaluating from profits, finance, innovation and development, and socio-economic goals of enterprises. On that basis, the owner shall monitor and evaluate the implementation results with the assigned targets and give instructions on profit distribution after the end of the fiscal year. At the same time, it is necessary to limit the maximum level of approval by the owner of the policy, give instructions on investment activities such as capital contribution to purchase shares, project transfer contracts, etc.
Participating in giving opinions on the draft Law on Digital Technology Industry, National Assembly deputies said that the promulgation of the Law is very necessary, in line with the reality of the 4th industrial revolution, and at the same time meets the requirements of increasingly deep and comprehensive international integration of our country.
Along with expressing their agreement and high consensus with the draft law, the delegates requested clarification of a number of issues related to digital technology industry enterprises; business lines in the digital technology industry; key and essential digital technology industry products, semiconductor equipment; tax incentives, land rent for enterprises investing in the digital technology industry; non-refundable support for innovative start-up projects in the digital technology industry; human resources for the digital technology industry. The delegates also requested to add policies on developing technical infrastructure, digital infrastructure; digital technology service business; digital assets... to the draft law.
