Provincial National Assembly Delegation - Impressions of one year of operation

With a sense of responsibility towards voters and the People, in 2024, the National Assembly Delegation of Thanh Hoa province has constantly strived, innovated, created, improved the quality and efficiency of its operations, and successfully completed its assigned tasks in the fields of legislation, supervision and decision-making on important issues of the country.

The National Assembly Delegation of Thanh Hoa province summarizes work in 2024 and deploys tasks in 2025.

Deputy Head of the Provincial National Assembly Delegation, Mai Van Hai, said: Closely following the law and ordinance building program of the National Assembly in 2024, with the spirit of innovative thinking in law building, the Provincial National Assembly Delegation has proactively developed an implementation plan; at the same time, regularly updated draft laws and resolutions that were added or withdrawn from the program to promptly adjust the plan to ensure compliance and closely follow the progress as required by the National Assembly Standing Committee and agencies of the National Assembly. During the year, the Provincial National Assembly Delegation organized to collect opinions from departments, branches, localities and relevant agencies in the province on 41 draft laws. Based on the comments, the Provincial National Assembly Delegation listened to many multi-dimensional opinions from the subjects affected, opinions of departments, branches... from which to build synthesis reports to ensure quality and progress as required by the National Assembly Standing Committee and agencies of the National Assembly. At the same time, it serves as a basis for the National Assembly Deputies to study and participate in discussions on draft laws. In particular, the National Assembly Deputies in the Delegation also actively participate in conferences, seminars, and discussions organized by the National Assembly Standing Committee and agencies under the National Assembly Standing Committee to participate in examining and providing comments to improve draft laws, resolutions, and important projects for the activities of the National Assembly.

Along with that, the monitoring activities of the National Assembly Delegation and National Assembly Deputies in 2024 will continue to be innovated, combining the review of reports with surveys and field inspections, ensuring the right focus, substance and going deep into issues that voters are interested in. Through monitoring, shortcomings, limitations, difficulties and obstacles have been discovered, at the same time, the causes and responsibilities have been pointed out and solutions and recommendations have been proposed to consider and resolve difficulties and shortcomings or to strictly implement policies and laws. At the end of the monitoring activities, the Delegation has sent reports to relevant agencies and units according to regulations.

Voter contact activities are always of interest to the Provincial National Assembly Delegation and are carried out regularly, aiming to closely connect with voters to listen to their thoughts and aspirations, synthesize voters' opinions and reflect them to the sessions, and urge the competent authorities to resolve them.

In 2024, the Provincial Delegation of National Assembly Deputies coordinated with the Standing Committees of People's Councils at all levels and the Standing Committees of the Fatherland Front Committees at all levels to organize 34 direct meetings in districts, towns and cities in the province with the participation of over 6,000 voters. In addition, the Provincial Delegation of National Assembly Deputies also organized 4 thematic meetings with voters on the draft Law on Social Insurance (amended); Law on Value Added Tax (amended); Law on Employment (amended); and thematic meetings on issues related to workers' rights. In addition, before the National Assembly sessions, the Provincial Delegation of National Assembly Deputies requested the Provincial People's Committee, the Vietnam Fatherland Front Committee, the People's Court, the People's Procuracy, and the Provincial Civil Judgment Enforcement Agency to synthesize reports on the implementation of tasks, plans, and proposals and recommendations related to the implementation of functions and tasks of agencies and units... as a basis for the National Assembly Deputies to grasp the general situation of socio-economic, national defense - security, judicial work, aspirations and recommendations of voters in the area before coming to the National Assembly sessions...

At the National Assembly sessions, the provincial National Assembly deputies always uphold the sense of responsibility, based on the reality and experience in the field of work, proactively research, participate in giving opinions in a comprehensive, complete and responsible manner on the contents of the legislative program and plan, and decide on important issues of the country. Of which, there were 36 opinions discussed in the hall, 60 opinions in group discussion sessions. The opinions expressed at the discussion sessions were carefully prepared by the National Assembly deputies, frankly pointing out the difficulties and limitations and proposing many practical and specific solutions for the sectors and fields. At the question and answer sessions, the provincial National Assembly delegation had 5 National Assembly deputies asking questions and debating in 5 areas of interest to voters...

In addition to participating in the main activities of the sessions, the National Assembly deputies of the province also spent time participating in other activities, such as: attending meetings of the National Assembly committees of which the deputies are members and many other conferences and seminars; giving interviews to news agencies, newspapers, and television on pressing issues that voters nationwide are interested in. Along with that, the National Assembly Delegation of the province took the opportunity to exchange and work with leaders of central ministries and branches to make recommendations, remove difficulties and obstacles, seek help from ministries and branches and exchange experiences with a number of leaders and National Assembly delegations of other provinces and cities to promote the socio-economic development of the province.

It can be affirmed that, after a year of working with a high sense of responsibility, the Provincial National Assembly Delegation and each individual National Assembly Delegate have promoted collective intelligence and personal responsibility, actively participated in the activities of the National Assembly, and fulfilled well the responsibilities of a delegate assigned by the Party Committee, government, voters and people.
