"By October 30, the Vietnam Road Administration will transfer road maintenance capital from units with slow disbursement to units with demand and good disbursement progress," Mr. Thai affirmed.
Emphasizing that the tasks in the last 3 months of the year are still heavy, Mr. Thai asked agencies and units to get to work with the most determined, innovative, creative spirit and all for the common goal.
In particular, Mr. Thai requested that units need to quickly complete procedures to complete the adjustment of the 2024 maintenance plan and the investment preparation list for the rest of 2025. To speed up the maintenance progress, the investment plan preparation work must be done early.
"The Planning and Investment Department regularly monitors the capital disbursement plan, promptly reports to the Department's leaders to find solutions to adjust capital from units with slow disbursement to units with good disbursement progress, ensuring the completion of disbursement of maintenance capital this year," Mr. Thai requested.
Previously, reporting at the Conference, Mr. Doan Chi Hieu, Head of Planning Department said: In 2024, the Vietnam Road Administration was assigned 12,500 billion VND in the budget for road maintenance.
The projects approved for the first budget have basically been implemented, construction contracts have been signed, and the implementation volume has reached nearly 60% of the plan. Some projects added for the second time are still slow.
In 2024, the Vietnam Road Administration has taken many measures to speed up the disbursement of maintenance capital, regularly urging, reminding, and criticizing units that are slow to disburse. However, by early October, only 59% of the target 63% had been disbursed.
The summary shows that by September, there are still nearly 40 units that have not completed the disbursement progress according to the plan. Typically, the Departments of Transport: Cao Bang, Ha Giang, Quang Ninh, Hai Duong, Thai Binh, Quang Nam, Quang Ngai, Lam Dong, Ben Tre, Kien Giang, Road Management Area II, Project Management Board 3.
Regarding the reasons for the slow disbursement, Mr. Hieu affirmed that "there are both objective and subjective reasons". In particular, 2024 is the first year of implementing the new Bidding Law, so the time for selecting contractors must be extended. In addition, there are difficulties related to unusual weather, especially the effects of the recent storm No. 3.
The Vietnam Road Administration has organized and implemented the work of preventing, responding to, and overcoming the consequences of the storm with the highest level of proactiveness, determination, timeliness, and flexibility, contributing to minimizing damage caused by natural disasters and ensuring safe and smooth traffic.
Specifically, the Vietnam Road Administration has directed and arranged permanent personnel at key locations and subsidence locations, and prepared spare materials to monitor and promptly overcome the consequences of storms and floods.
Up to now, 565/567 landslides have been repaired to clear the road. Currently, there are 2 remaining locations (Phong Chau bridge has a temporary pontoon bridge installed; Ninh Cuong pontoon bridge is being urgently repaired and repaired, temporarily diverting traffic through the Dai Noi and Ninh My ferries). All bridges have been reopened to traffic (except Phong Chau bridge).
