Developing ecological micro-urban areas in mountains and forests
According to the approved planning, Khanh Son district has a natural area of about 33,853 hectares, including To Hap town and 7 communes: Thanh Son, Son Lam, Son Binh, Son Hiep, Son Trung, Ba Cum Bac, Ba Cum Nam. In the period up to 2030 and after 2030, To Hap town will continue to complete the criteria and standards of a type V urban area and aim for a type IV urban area. The total population is forecast to be about 48,000 people by 2030; about 65,000 people by 2040; and about 90,000 people by 2050.

Mr. Dinh Van Dung - Chairman of Khanh Son District People's Committee said that the approval of Khanh Son district planning is of great significance in order to increase investment in synchronous development of economic and social infrastructure, promptly meet the requirements of economic development and improve people's lives. The planning to build Khanh Son district into an eco-tourism area, with unique, environmentally friendly, cultural and landscape ecological values, imbued with national identity, effectively combined and integrated in the agricultural and forestry ecological space, including the construction of To Hap town to become a center for travel services and accommodation with the district's identity. At the same time, develop harmonious urban areas, combining existing areas and new development spaces, between urban and rural areas; exploit and supplement, perfect the infrastructure system, linked to the water surface system.
The plan also builds localities to develop urban systems according to the forest ecological sub-region model; form urban areas with high density of trees, ecology, and friendliness with nature, reduce the rate of motorized traffic in urban areas, increase the system of bicycle, walking, and public transport. At the same time, create green belts, apply rooftop garden design, green infrastructure, to gradually build Khanh Son into a unique destination of the province; build the locality into a mountainous tourism center focusing on exploiting ecological values, landscapes, culture, heritage, and clean agricultural ecology.
3 sub-regions create development momentum
The planning also divides Khanh Son district into 3 sub-regions for development. Specifically, Sub-region 1 is the key area for tourism, urban and residential development, exploiting infrastructure values and unique landscapes and views, combined with ensuring national defense and security; the total natural area is 13,103 hectares, including To Hap town and 3 communes: Son Trung, Ba Cum Bac, Ba Cum Nam. This area has the main function of being the administrative, political, economic, cultural, educational and commercial service center of the district associated with the development of mountain and forest eco-tourism; playing the role of connecting and spreading development to neighboring areas and adjacent localities.
Sub-region 1 still has a lot of room for development when provincial road 656 (Provincial Road 9) passes through; has tourism resources, landscape, climate and cultural - historical relics; potential for developing clean agricultural production. After provincial road 656B connecting to National Highway 27B is opened, land will be effectively exploited, new residential land will be arranged appropriately and stably, existing residential areas will be upgraded; synchronously develop infrastructure, services, tourism... while ensuring national defense and security in the area; contribute to preserving the nature of part of Hon Ba mountain; develop comprehensive tourist areas, in which To Hap town plays a key role and is the nucleus of sub-regional development.

Sub-region 2: Agricultural - forestry landscape ecological area, interwoven with eco-cultural tourism services, associated with local climate conditions; total natural area is 8,191ha, including 2 communes: Son Binh, Son Hiep. This sub-region has the function of developing agricultural - forestry - industrial economy, interwoven with tourism - services; prioritizing community - cultural tourism models, eco-tourism, experiential tourism. According to the plan, a new traffic route will be opened, provincial road 654C, connecting the existing provincial road 656 with Khanh Vinh district. At the same time, eco-tourism, community tourism, health care models will be developed in areas along lakes, streams, etc.; tourism, services, agricultural and forestry exploitation combined with tourism under the forest canopy.
Sub-region 3 is an agricultural - forestry area - encouraging the development of ecological - cultural tourism; total natural area of 2,559ha, including 2 communes Thanh Son and Son Lam. The function of Sub-region 3 is to develop high-yield agriculture and industrial crops, forming agro-ecological zones, interwoven with tourism services. This area is oriented to take advantage of forest products to promote trade, services, and exports; develop agricultural production, fruit trees according to the clean, high-quality agricultural model, associated with tourism development. At the same time, develop models of sightseeing tourism, adventure tourism on high mountain peaks with beautiful views.
By 2030, the locality will develop a new Son Binh Industrial Cluster with a scale of about 18 hectares; after 2030, the reserve area for industrial production development will be about 31.4 hectares in the following areas: To Hap Town, Son Lam Commune, Ba Cum Bac Commune and part of Thanh Son Commune.
