Relocating electrical infrastructure to construct Hoa Lien expressway

On May 30, Deputy Minister of Industry and Trade Nguyen Sinh Nhat Tan worked with the People's Committee of Da Nang City on the relocation of high-voltage power lines at the Hoa Lien - Tuy Loan expressway project.

Reporting at the meeting, Mr. Nguyen Van Tru, Deputy Director of the Department of Industry and Trade of Da Nang City, said that the Management Board of Infrastructure Development Projects of Da Nang Industrial and High-Tech Parks (Board of Industry and Trade) has submitted to the Department of Electricity and Renewable Energy - Ministry of Industry and Trade on the appraisal of construction design to be implemented after the basic design.

The Department of Electricity and Renewable Energy of the Ministry of Industry and Trade has appraised the design of construction drawings - cost estimates for the project of Relocating high-voltage power lines to serve the clearance of the expressway construction project, Hoa Lien - Tuy Loan section, at 2 intersections between the 220kV Da Nang - Hoa Khanh line at Km 72+360 and Km 73+722.34.

According to Mr. Tru, currently, the CN&CNC Board has coordinated with the consulting unit to prepare documents and has collected opinions to agree on the planning location of the 220kV tower foundations for relocation.

In addition, the CN&CNC Board has sent an official dispatch to the People's Committee of Hoa Vang district regarding the submission of additional areas to be recovered for the list of works and projects requiring land recovery in 2024 for the Hoa Lien - Tuy Loan Expressway Construction Project.

For the medium and low voltage grid, the total number of locations that must be relocated due to impacts on the expressway is 18. Of which, the CN&CNC Board will implement 10 locations from the project's site clearance fund and 8 locations from the capital of Da Nang Power Company Limited.

"Currently, the units have completed approving the relocation design documents, selected contractors and are implementing the project according to the construction schedule," said Mr. Tru.

According to Mr. Ho Ky Minh, Permanent Vice Chairman of Da Nang City People's Committee, the Ministry of Transport assigned Da Nang two tasks related to the project: site clearance and relocation of technical works for the Hoa Lien - Tuy Loan expressway project.

By May 30, site clearance work was almost completed on the main route to serve construction.

The People's Committee of Da Nang City also requested the Ministry of Industry and Trade to direct the Department of Electricity and Renewable Energy to soon stamp the appraisal of the design documents of the project's power grid relocation to serve as a basis for implementing the next steps.

Regarding the connection of power projects, the People's Committee of Da Nang City requested the Ministry of Industry and Trade to consult with the Ministry of Transport on 4 intersections between the 500kV and 220kV lines.

Concluding the meeting, Deputy Minister of Industry and Trade Nguyen Sinh Nhat Tan said that the ministry will soon send a document to the Ministry of Transport to implement related steps regarding the site clearance for the expressway project.

Deputy Minister Tan also requested the Department of Electricity and Renewable Energy to support, quickly resolve, and soon stamp the appraisal of the design documents for the project's 220kV high-voltage grid relocation.

At the same time, it is recommended that Vietnam Electricity Group and relevant units focus human and material resources to quickly and neatly implement the issues.

Specifically, it is necessary to arrange backup power sources, limit power outages, and absolutely ensure safety during construction.

The Hoa Lien - Tuy Loan Expressway Project is part of the North - South Expressway in the East. The total length of the route is about 11.5km. The project will be implemented from August 2023 and is expected to be completed in 2025.

In the complete phase, the project will have a scale of 6 lanes, roadbed width of 29m. In the divergent phase, the investment will be on a scale of 4 complete lanes.

The total number of files that need to be cleared for the main highway is 1,166 files. Clearing 20km of the frontage road on both sides of the route with 710 files along with the area of ​​the clamping area that needs to be cleared is 85 files. In addition, along the highway there are more than 2,908 graves that need to be cleared.
