The Ministry of Home Affairs proposes that talented people in the public sector be given priority in renting public housing, taking out home loans with preferential interest rates, and receiving many other benefits.
The draft decree on policies to attract and employ talented people in state administrative agencies and public service units is being consulted by the Ministry of Home Affairs.
The groups that are focused on finding talent are officials, civil servants, public employees, and workers in the public sector; Vietnamese people in the private sector; young scientists, students, and excellent graduates at home and abroad.
Talented people need to have moral qualities and a standard lifestyle; have the desire to contribute and serve the country; have outstanding qualifications and creativity; have special works, products, achievements, merits or contributions that create progress for the industry and locality.
For excellent graduates and talented young scientists, the Ministry of Home Affairs proposes recruitment by examination.
Regarding the policy of using talents, talented people will be allowed to attend meetings related to the agency's expertise; and will be assigned to support groups to carry out work as required. They will also be invested in equipment and funds to carry out their tasks.
In addition, talented people can participate in concentrated training courses at home and abroad to become leading experts and scientists.

Talented officials, civil servants, public employees, and public sector workers will be given priority for appointment to management positions or leading experts regardless of their years of service.
Regarding benefits, they receive a monthly incentive payment equal to 100% of their current salary. This money is not used to pay for social insurance or health insurance. Talented people are also given priority for early salary increases or civil servant promotions if they have outstanding achievements or have completed their tasks excellently for three consecutive years.
When they reach retirement age, if they are healthy enough, voluntarily continue working and their work unit has a need, they will be considered for an extension of their working period of no more than 5 years, keeping the same position.
Scientists, students, pupils, and talented people from the private sector who are attracted to the public sector are also entitled to an incentive of at least 100% of their salary. The incentive may be higher, as decided by the leaders of the employing unit.
In March, the Politburo requested agencies to develop preferential policies and make good use of talented people, while institutionalizing the Party's policy of encouraging and protecting dynamic and creative cadres for the common good.
In July, the Prime Minister approved the National Strategy on attracting and promoting talents until 2030, with a vision to 2050, which encourages agencies to discover, introduce, and nominate talented people to work in state agencies in a spirit of openness, transparency, and democracy.
