Proposal to expand Thai Nguyen - Cho Moi route to 4 lanes
The Thai Nguyen - Cho Moi route was handed over and put into operation in 2016 with a design scale similar to a level III plain road, 2 lanes, and a design speed of 60 km/h.

The People's Committee of Bac Kan province has just sent an official dispatch to the Ministry of Planning and Investment and the Ministry of Transport proposing investment in expanding the Thai Nguyen - Cho Moi route.
Accordingly, the People's Committee of Bac Kan province requested the above two ministries to soon have an investment plan to expand the Thai Nguyen - Cho Moi route to a scale of 4 lanes according to the Road Network Planning for the period 2021-2030, with a vision to 2050 approved by the Prime Minister.
It is known that the Hanoi - Thai Nguyen - Bac Kan - Cao Bang expressway (CT.07) according to the Road Network Planning for the period 2021-2030, with a vision to 2050, is planned with a scale of 4 - 6 lanes; including 4 sections.
The Hanoi - Thai Nguyen section was handed over and put into operation in 2014 with a scale of 4-lane highway, design speed of 100km/h, route length of 62km; planned 6 lanes with investment progress before 2030.
The Thai Nguyen - Cho Moi section was handed over and put into operation in 2016 with a design scale of a level III plain road, 2 lanes, design speed of 60 km/h for locations with difficult terrain, route length of 43 km; planning scale of a 4-lane highway with investment progress before 2030.
The route is invested under the BOT contract method and is still in the toll collection phase.
The Cho Moi - Bac Kan section, Bac Kan province, was approved by the Ministry of Transport for investment and construction project in May 2024 with a scale of 4-lane highway, design speed of 80 km/h, length of 28.8 km, total investment of 5,750 billion VND, expected to start construction in December 2024, basically completed in 2026.
The Bac Kan - Cao Bang section has been approved by the Prime Minister for investment preparation in August 2023. Currently, the Bac Kan Provincial Traffic Construction Investment Project Management Board and the Cao Bang Department of Transport are urgently completing the project's Pre-Feasibility Study Report with a scale of a 4-lane highway, design speed (80-100) km/h, and length of about 92.8 km.
It should be added that, according to the Northern Midlands and Mountainous Region Planning for the period 2021-2030, with a vision to 2050, route CT.07 is an important route associated with the Cao Bang - Bac Kan - Thai Nguyen - Hanoi economic corridor connecting the Northeast sub-region with the capital Hanoi, gateway ports, the Red River Delta, with Chongqing City and Southeast China.
After a period of operation, the BOT Thai Nguyen - Cho Moi route has been effectively exploited, meeting the needs of socio-economic development, national defense and security of the midland and mountainous provinces in the North.
However, currently, the traffic density on the route is increasing, while the route is designed to accommodate many technical factors and traffic organization is still at intersections, mixed traffic (not separating motorbikes, motorbikes and rudimentary vehicles), always posing potential traffic safety risks; at the same time, it does not meet the role of an important connecting route of the Northeast sub-region and the socio-economic development needs of the provinces in the region.
“Currently, this section is the bottleneck of the entire CT.07 route and is not in sync with the Hanoi - Thai Nguyen, Cho Moi - Bac Kan route that has been and is being invested in with a scale of 4 lanes,” the document signed by Mr. Nguyen Dang Binh, Chairman of the Bac Kan Provincial People's Committee, stated.
