This draft Circular guides the emulation and reward work in the education sector, including: Subjects and criteria for awarding the titles of Advanced Worker, Advanced Labor Collective, Excellent Labor Collective; Emulation Flag of the Ministry of Education and Training; Certificate of Merit of the Minister of Education and Training; "For the Cause of Education" Medal; subjects and criteria for awarding the Emulation Flag of the National University and Certificate of Merit of the Director of the National University; criteria for awarding Certificates of Merit; authority to decide and propose awarding emulation titles, forms of reward; time to receive dossiers and deadline for dossier appraisal.

Requirements for consideration of emulation and reward

According to the draft, consideration of emulation and rewards must be based on standards and achievements with specific, practical evidence and products of the collective and individuals.

Individuals recruited or appointed to the civil service or public employee ranks, employees who are performing labor contracts with a term of 1 year or more and must have worked for 10 months or more in the year of consideration for commendation; collectives with an official operating period of 10 months or more in the year of consideration for commendation are considered for emulation titles and forms of commendation.

Individuals who are assigned to participate in short-term training and development for less than 01 year, who comply with the regulations of the training and development facility, the study time will be counted as working time at the agency or unit to be considered for emulation titles and forms of commendation. In case an individual is assigned to participate in training and development for 01 year or more, complies with the regulations of the training and development facility, and has good or better learning results, he or she will be considered for emulation titles and forms of commendation.

When an individual changes jobs, the new agency or unit is responsible for reviewing and evaluating the emulation title and form of reward; in case the working time at the old agency is 6 months or more, there must be comments from the old agency.

For individuals who are transferred or seconded to another agency or unit for a period of 03 years or less, the consideration of emulation titles and forms of commendation will be decided by the agency or unit that transferred or seconded them (with comments from the agency or unit that receives the transferred or seconded individual).

Time of receiving application and time limit for application appraisal

The dossier requesting recognition of emulation titles and forms of commendation at the ministerial level must be sent to the Ministry of Education and Training before August 31 every year for units considering emulation based on the school year and before December 31 every year for units considering emulation based on the working year.

The application for recognition of the title "National Emulation Fighter" is for the year immediately following the year of the decision to award the title of Emulation Fighter at the Ministry level. The application must be sent to the Ministry of Education and Training before August 31 every year.

The dossier requesting recognition of emulation titles, forms of commendation of Labor Hero, Emulation Flag of the Government, Medals of various types and Certificates of Merit of the Prime Minister must be sent to the Ministry of Education and Training before October 31 every year for units considering emulation by school year and before February 28 every year for units considering emulation by working year;

Documents for proposing extraordinary rewards: Immediately after a collective or individual has achieved an achievement, the head of the unit is responsible for submitting it to the Minister for consideration and decision on the reward or the Minister of Education and Training for consideration and submission to the competent authority for consideration and decision on the reward.

The time limit for document appraisal is as follows: The standing unit of the Emulation and Reward Council of the Ministry of Education and Training appraises the reward documents and submits them to the Ministry's leaders within 20 working days from the date of receiving complete documents as prescribed.

Collectives and individuals who do not meet the criteria for commendation according to regulations, within 20 working days from the date of receiving the dossier according to regulations, the standing unit of the Emulation and Commendation Council of the Ministry of Education and Training shall notify in writing the unit submitting the commendation.
