Lam Dong authorities have proposed a preferential loan package of VND4,800 billion for the relocation and conversion of crops so that by 2030, there will be no more greenhouses in Da Lat's inner city.
The content stated in the report of the Department of Agriculture and Rural Development of Lam Dong province just sent to the Provincial People's Committee about credit to implement the greenhouse management project, promote high-tech agricultural production to adapt to climate change.
Accordingly, the Department recommends that Lam Dong provincial authorities request commercial banks to prioritize and create favorable conditions for organizations and households to borrow capital; at the same time, there is a policy to support a part of the interest rate from the state budget for individuals and organizations when borrowing capital to relocate, convert, and renovate greenhouses.

Currently, Da Lat has about 2,900 hectares of greenhouses spread across 10 inner-city wards, accounting for more than 60% of the city's vegetable and flower growing land. According to authorities, the greenhouses are designed close to drainage canals, without leaving any space; most of the projects do not have a system of ponds, water reservoirs, or drainage ditches. Along with dense construction adjacent to residential areas, it limits the growth of trees, causing rainwater to not drain in time, which is the cause of flooding in Da Lat.
Previously, working with the Department of Agriculture and Rural Development, banks said that proposing a preferential interest rate credit package specifically for Lam Dong to implement the greenhouse relocation project was very difficult.
The reason is that the development of credit policies must have the direction of the Head Office of commercial banks deployed nationwide or regionally and have the consensus of the State Bank. Not to mention, the relocation of greenhouses is only in Lam Dong province, in which the scope of application is narrow, including Da Lat city and some neighboring districts.
Therefore, Lam Dong province has requested the State Bank of Vietnam, Lam Dong Branch, to study the Government's Decree on credit policies for agricultural and rural development; the loan program to encourage the development of high-tech agriculture and clean agriculture to guide commercial banks to facilitate loans to implement the project.
