Big challenge when closing the intersection for 5 months
Reporting on the overall progress of the An Phu intersection construction project, Mr. Luong Minh Phuc, Head of the Traffic Department (investor) said that the project has an investment capital of VND 3,408 billion with a construction scale of 3 floors, with a road section of 10 - 12 lanes, 3 underpasses with 4 lanes running in both directions, and overpasses with 2 lanes each branch. Currently, the construction unit is implementing packages such as the underpass for the expressway, Ba Dat bridge, Giong Ong To bridge, overpasses on branches...
In particular, the HC1-01 underpass has completed the open tunnel sections from K1-K5 and K16-K19, and is constructing the open tunnel sections from K6, K12 and K15. For the closed tunnel section at Dong Van Cong intersection, contractors are currently renovating Mai Chi Tho Street connecting to D1 Street to serve traffic organization before constructing the closed tunnel sections. It is expected that the renovation of this intersection will be completed on April 30.
The investor plans to complete the package in October this year. However, according to Mr. Luong Minh Phuc, currently in the traffic organization work at the An Phu intersection project, there are two most complicated areas: the An Phu roundabout and the Dong Van Cong - Mai Chi Tho intersection. The construction between the underground tunnel segments must be synchronized with the piers for the overhead overpass. This requires the traffic organization to both speed up the progress and ensure the lowest impact on people's movement.
The two-way tunnel of the project connecting Ho Chi Minh City - Long Thanh - Dau Giay Expressway with Mai Chi Tho Street (Thu Thiem tunnel side), extending through the Mai Chi Tho - Dong Van Cong intersection, is gradually taking shape.
Currently, at the An Phu roundabout area, the contractor is constructing each tunnel segment, then re-establishing to restore the total cross-section unchanged to continue constructing the pier sections of the overhead overpasses. The ground is overlapping. Similarly, the Dong Van Cong - Mai Chi Tho intersection also has to construct 6 submerged tunnel segments and 2 overhead overpasses. There are areas where the pier sections are constructed on the tunnel areas. If the construction is carried out sequentially as planned at the An Phu roundabout, the time will be longer.
Therefore, the consulting unit, together with the Department of Transport and the Traffic Police, are studying a plan to synchronously construct those areas, in the condition that the entire area can be partially occupied. This means organizing vehicles to go further around but still ensuring ventilation, as is currently being implemented at the Nguyen Huu Tho - Nguyen Van Linh intersection. It is possible that instead of going from Mai Chi Tho to Dong Van Cong, the vehicles will go straight from Mai Chi Tho to the Saigon River tunnel, at D1 road, then turn around and continue towards Giong Ong To road.
To organize this plan, currently the consulting units, the Traffic Department and the Department of Transport are taking the lead in inspecting and evaluating the field on the model to come up with the optimal plan. In case the Department of Transport approves the plan to close the entire Dong Van Cong intersection to organize the construction of 4 closed tunnel segments (K7-K10) at the same time, it will be implemented after April 30 and the construction package can be completed on September 2, saving about 3-4 months compared to the sequential construction plan.
"Because the construction unit has temporarily occupied the entire Nguyen Van Linh - Nguyen Huu Tho intersection, if it occupies the Dong Van Cong - Mai Chi Tho intersection, it will certainly affect the traffic activities of vehicles. Especially when the traffic density at the Eastern gateway intersection is even larger, many container trucks move frequently. Therefore, the Department of Transport is currently considering the whole picture, researching the traffic plan from this intersection to Nguyen Van Linh intersection and in the area to organize traffic flow from a distance, especially for motorbikes. It is possible to open additional alternative roads for motorbikes to avoid moving into the intersection. It all depends on the consideration of models, detailed field surveys on the principle of minimizing the impact on traffic and people's lives" - Mr. Luong Minh Phuc emphasized.
Contractors are "racing for progress" while waiting for site clearance at the An Phu intersection project.
Still stuck in land clearance
Previously, the Chairman of the Ho Chi Minh City People's Committee surveyed the construction site of the Luong Dinh Cua Street Upgrade project ( from Tran Nao to Nguyen Thi Dinh).
Here, the investor informed: out of the total of 5 construction packages of the project to upgrade and expand Luong Dinh Cua Street, only 1 package has been completed (XL3 - Ong Tranh Bridge construction). The remaining packages have only been completed at locations where the land has been handed over. For package XL1 (Tran Nao - Luong Dinh Cua intersection - Vong Cung Avenue and the road to Ong Tranh Bridge), the locations where the land has been handed over have been completed. This section is currently stuck with 2 households who have not yet handed over the land and the area overlaps with the Truong Thinh project, which must wait for planning adjustments, so work is temporarily suspended.
Package XL2 (road from Ong Tranh bridge to Nguyen Hoang street) is being rebuilt at the location of 1 household in the 131ha project that was just handed over in August 2023. However, this section is still stuck with 2 land issues. The most complicated part is the road about 600m long from Nguyen Hoang to Mai Chi Tho street (An Phu intersection). This land belongs to the 88.03ha project (about 22,000m2 ) invested by Thu Thiem Real Estate Joint Stock Company (64 households affected). There is currently no compensation plan.
Mr. Phan Van Mai requested units to focus on speeding up the synchronization progress of the two projects.
Regarding the compensation and site clearance for the project, Chairman of Thu Duc City People's Committee Hoang Tung said that the overlapping project boundary is no longer a problem, only waiting for the completion of procedures so that the construction unit can immediately implement. For the 2 households that have not yet handed over, Thu Duc City People's Committee will increase mobilization of the people, ensuring timely handover of the site in April, at the latest in May. In case the people do not agree, they will be forced to reclaim it.
Regarding the 88.03ha land area of the project, Thu Duc City is working with the Traffic Department and related Departments to complete the dossier to request the Prime Minister to allow the project boundary to be adjusted to complete legal procedures. It is expected that after the Prime Minister's approval, Thu Duc City People's Committee will need about 6 more months to complete the recovery of this land area.
After listening to the overall report of the two projects, Chairman of the Ho Chi Minh City People's Committee Phan Van Mai requested that the units should be determined to speed up the site clearance for both projects. With the project to upgrade Luong Dinh Cua Street, the Thu Duc City People's Committee needs to quickly complete the documents, review them carefully and in detail so that the Prime Minister can "nod" as soon as possible. At the same time, the Traffic Department also speeds up the construction progress directly to create a construction site to complete the project, clean it and speed up the project's completion.
Regarding the plan to close the Dong Van Cong - Mai Chi Tho intersection, the Chairman of the City People's Committee requested the Department of Transport to carefully study and comprehensively assess the impact of traffic organization on vehicles. If there is a reasonable alternative road opening plan that does not have too much impact but helps units focus on speeding up progress, it can be implemented.
"I hope that people will be united and share with the Ho Chi Minh City transport sector in the phase of accelerating projects. The ultimate goal is still to put the projects into operation as soon as possible to serve the people" - Chairman of the City People's Committee Phan Van Mai emphasized.
