Proposal to secure information of import-export enterprises

VCCI has just commented on the draft Decision promulgating Regulations on the process of monitoring and managing the implementation of import-export and immigration procedures through International Road Border Gate No. II (Kim Thanh) on the digital border gate platform.

Accordingly, the draft stipulates that “Information on the digital border gate platform must be accurate, clear, continuously updated, and timely. Information must be presented scientifically, easily accessible to users, and can be accessed and exploited at any time.”

Need to complete import and export regulations through border gates number.

The draft also mentions that “In case an organization or individual is found to be using information or data for the wrong purpose or in violation of regulations, affecting the rights and legitimate interests of the owner of the information or data; the information or data management unit has the right to revoke the exploitation right or stop sharing or connecting”.

“The functional forces at the border gate are allowed to exploit and use data on the digital border gate platform according to their functions and tasks . They are responsible for the confidentiality, security and safety of the exploited information.”

VCCI recommends that the drafting agency consider clearer regulations to ensure the confidentiality of business information. Not all subjects have access to all information on the digital border gate, thus contributing to reducing the risk of affecting the rights and legitimate interests of information owners.

In particular, regarding registration for access and updating information on the digital border gate platform, Point a, Clause 1 of Article 4 stipulates that account registration is performed on the Lao Cai Digital Border Gate Platform at the address: https://cks.laocai.gov.vn. However, this address currently does not have an account registration feature.

VCCI recommends that the drafting agency consider completing it soon to put it into operation in time with the application time of this regulation.
