The Council for Appraisal of Communes Meeting New Rural Area (NTM), Advanced New Rural Area (ADM), and Model New Rural Area (Model NTM) Standards in Thanh Hoa Province discussed, voted, and proposed to recognize 9 communes meeting New Rural Area ( NTM), Advanced New Rural Area (NTM), and Model New Rural Area (Model NTM) standards in the second phase, 2024.

On the afternoon of June 5, the Council for Appraising Communes that Meet New Rural, Advanced New Rural, and Model New Rural Standards in Thanh Hoa Province held a conference to appraise communes that meet New Rural, Advanced New Rural, and Model New Rural Standards, phase 2, 2024. Comrade Le Duc Giang, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee, Chairman of the Council chaired the conference.
Also attending were representatives of leaders of relevant departments, branches, sectors and units who are members of the Appraisal Council for communes meeting the standards of New Rural Area, Advanced New Rural Area, and Model New Rural Area of Thanh Hoa province.
Deputy Chief of Office of the Provincial New Rural Development Program Coordination presented the appraisal report.
According to the summary report of the second round of appraisal results in 2024, there are 11 communes in 8 districts, including Ngoc Lac, Yen Dinh, Nhu Xuan, Ha Trung, Thieu Hoa, Trieu Son, Hoang Hoa and Nga Son proposed to consider and recognize communes meeting the standards of New Rural Area, Advanced New Rural Area, and Model New Rural Area.

Of which, Phung Minh commune proposed to be considered to meet the NTM standards; 7 communes, including: Yen Truong (Yen Dinh); Bai Tranh (Nhu Xuan); Ha Binh (Ha Trung); Thieu Ly, Thieu Giao (Thieu Hoa); Xuan Loc, Minh Son (Trieu Son) proposed to be considered to meet the advanced NTM standards and 3 communes Nga An (Nga Son), Hoang Dong (Hoang Hoa), Ha Son (Ha Trung) proposed to be considered to meet the model NTM standards.

According to the assessment of departments, branches, and specialized units, the communes proposed for recognition in the second phase of 2024 all meet the criteria, have no outstanding debts for basic construction, and have a people's satisfaction rate of 98% or higher... eligible to be submitted to the Council for voting and recognition as meeting the standards of new rural areas, advanced new rural areas, and model new rural areas.

At the conference, based on previous analysis and field inspections, the members of the Appraisal Council voted and agreed to propose recognition of meeting the standards of New Rural Area, Advanced New Rural Area, and Model New Rural Area for 9 communes in the second phase of 2024.
Particularly, Thieu Ly commune (Thieu Hoa) and Nga An commune (Nga Son) have not met the criteria for advanced NTM and model NTM communes, so they will be considered in the next round.
Vice Chairman of the Provincial People's Committee Le Duc Giang delivered a concluding speech at the conference.
Concluding the conference, Vice Chairman of the People's Committee Le Duc Giang highly appreciated the efforts of localities, sectors and members of the Office of the New Rural Development Program Coordination in completing the criteria and preparing documents to propose recognition of new rural communes, advanced new rural communes, and model new rural communes in the second phase of 2024.
The Vice Chairman of the Provincial People's Committee assigned the Provincial Coordination Office of the New Rural Construction Program to complete the dossier and submit it to the Chairman of the Provincial People's Committee for consideration and recognition of the new rural, advanced new rural, and model new rural communes in 2024 for the above 9 communes.
For the two communes that have not been recognized this time, the Office of the New Rural Development Program Coordination and related units will continue to monitor, urge, and guide localities to overcome the shortcomings pointed out by the Council members for consideration in the next review and recognition round.
At the same time, coordinate with the Central Office for New Rural Area Coordination to assess Hau Loc and Ha Trung districts to meet the standards of new rural districts as soon as possible.
