In order to strive to disburse public investment capital in 2024 with the highest results; The Chairman of the Provincial People's Committee has just issued Document No. 1633/UBND-XD requesting agencies, units, and localities to resolutely implement solutions to speed up capital allocation and disbursement progress.
Accordingly, the Chairman of the Provincial People's Committee requested Heads of agencies, units, Chairmen of People's Committees of districts, towns, cities, Directors of Project Management Boards (PMUs) to promote responsibility, focus on leadership, direction, and implementation to be more drastic, synchronous, timely, and effective than the key tasks and solutions, specifically:
Accelerating the progress of public investment disbursement in conjunction with ensuring the quality of works and projects. Accordingly, identifying public investment disbursement as one of the top important political tasks, it is necessary to focus on prioritizing leadership, direction and implementation.
Heads of agencies, units, Chairmen of People's Committees of districts, towns and cities, Directors of Project Management Boards are fully responsible to the Provincial People's Committee and the Chairman of the Provincial People's Committee for directing the implementation of tasks and solutions in Action Program No. 05/CT-UBND dated January 19, 2024, Directive No. 17/CT-UBND dated December 20, 2023, Document No. 382/UBND-XD dated January 22, 2024 of the Provincial People's Committee; Notices of conclusions of the Standing Committee of the Provincial People's Committee at regular meetings of the Provincial People's Committee; instructions of the Provincial People's Committee leaders and other relevant documents on accelerating the progress of implementation and disbursement of the 2024 public investment capital plan.
The Secretary of the District Party Committee, the Town Party Committee, the City Party Committee; the Party Committee Secretaries of the Departments and Project Management Boards must regularly inspect and urge the progress and quality of the projects. The Standing Committee of the District Party Committee, the City Party Committee, and the City Party Committee must regularly listen to, direct, and assign members of the Standing Committee and the Standing Committees of the districts to directly direct the site clearance work, and have separate disbursement registrations for site clearance work, advances, and overdue advances.
Departments, branches, sectors, People's Committees of districts, towns, cities and related units urgently allocate or advise the Provincial People's Committee to allocate detailed plans for public investment capital from the state budget in 2024 in accordance with regulations.
The detailed allocation of the capital plan must ensure focus, key points, not spread out, consistent with the implementation capacity, disbursement and compliance with the law on public investment. In case of not fully allocated, propose a handling plan to the Provincial People's Committee.
Focus on implementing flexible, creative, timely and effective solutions to drastically promote the implementation and disbursement of public investment capital, 03 National Target Programs; speed up the progress of implementing key, inter-regional projects and works with spillover effects, etc. Accelerating the progress of public investment disbursement must be associated with ensuring the quality of works and projects, avoiding negativity, loss and waste.
Units directly implementing public investment plans must proactively review and promptly and accurately inform about difficulties and problems so that management agencies can have policies and solutions for direction and management in accordance with reality; for ongoing projects that do not meet progress, consider transferring capital to projects with good disbursement progress; investors must clearly understand the projects and regularly check and urge the progress and quality of the works.
Assign specific leaders responsible for monitoring implementation progress; closely follow up, promptly remove difficulties and take responsibility for the disbursement results of each project, considering this an important basis when evaluating and classifying the level of completion of assigned tasks in 2024 of collectives and individuals.
Strengthening discipline and order in disbursing public investment capital; focusing on accelerating site clearance and construction progress, removing difficulties and obstacles related to land, resources, etc.; having strict sanctions according to legal regulations for investors, project management boards, organizations and individuals who intentionally cause difficulties, obstruct, and delay the progress of implementation and disbursement of public investment capital.
For contractors who are slow and behind schedule, the highest level of penalty for violating the construction progress contract, delaying payment procedures, and reviewing and evaluating the contractor's capacity will be applied. Only the contract progress of construction packages (sections, construction items) affected will be extended according to the provisions of Clause 3, Article 70, Bidding Law No. 22/2023/QH15.
Closely monitor the disbursement progress of agencies and units according to the registered plan, promptly report to the Provincial People's Committee and the Chairman of the Provincial People's Committee every month to issue flexible, drastic, effective management solutions that are close to the practical situation.
Every month, publicly announce at the regular meeting of the Provincial People's Committee and on the mass media the disbursement rate of public investment capital of all agencies, units and localities; propose the Provincial People's Committee to reward units with good disbursement and criticize units with slow disbursement.
Strengthen the supervision, inspection and guidance on the implementation of capital settlement of completed projects, especially capital sources decentralized to district management and projects with backlogs and slow settlement approval. Guide investors or propose to the Provincial People's Committee according to their authority to resolve problems arising in the process of settling completed projects.
The Department of Home Affairs shall preside over and coordinate with the Department of Planning and Investment and the Department of Finance to propose appropriate forms of rewards and disciplines for heads of agencies, localities and units in performing the tasks assigned by the Provincial People's Committee on disbursement of the 2024 public investment plan.
