Promoting the implementation of online public services on VNeID electronic identification accounts

On the morning of May 3, the Prime Minister's Administrative Procedure Reform Working Group held the 4th session of a thematic conference on solutions for switching to using a single type of account, VNeID, in providing online public services. Deputy Prime Minister Tran Luu Quang - Head of the Prime Minister's Administrative Procedure Reform Working Group chaired the conference.

BENEFITS FOR PEOPLE AND STATE AGENCIES

Reporting on the implementation of VNeID and the solution to switch to using VNeID as the only account in performing online public services, Senior Lieutenant General Nguyen Duy Ngoc - Deputy Minister of Public Security said that the electronic identification account is understood as an "electronic paper wallet", a method of managing citizen identification card information or all personal identification documents in the online environment.

VNeID is Vietnam's electronic identification, with the purpose of replacing traditional documents and providing utilities for digital citizens, digital government, and digital society. VNeID helps citizens replace chip-based citizen identification cards and other integrated registered documents. VNeID not only brings benefits to the people but also plays a particularly important role in state management.

Currently, ministries, branches and 63 localities have basically connected to the national database system for information authentication and administrative procedure settlement. 27/63 localities have coordinated with the Ministry of Public Security to issue plans for implementing models of the Government's Project 06.

The total number of times using electronic identification accounts on the public service portal to date is 11,645,068; the number of times logging in on the Etax application of the General Department of Taxation is 941,045; the number of times logging in on the VSSID application of the Vietnam Social Security is 94,548,133. The total amount of money saved for the State is estimated at 230 billion VND.

To date, 100% of citizens have been granted personal identification numbers; 86 million citizen identification cards have been issued; over 74.7 million electronic identification records have been collected, and 53.1 million electronic identification accounts have been activated. The Ministry of Public Security has deployed 10 utilities on VNeID, with over 1 million daily visits and usage of the utilities, bringing many values ​​to the people.

At the conference, leaders of ministries, branches and localities reported solutions to convert to using a single type of account, the VneID account, in performing online public services; at the same time, raised difficulties, problems and made recommendations and proposals.

PROPOSAL TO ESTABLISH A CHANNEL TO RECEIVE, ANSWER, AND RESOLVE QUESTIONS

Presenting a speech at the conference, comrade Le Hong Vinh - Permanent Vice Chairman of Nghe An Provincial People's Committee said that, implementing Decree No. 59/2022 of the Government, Nghe An province has issued 9 directive documents; strengthened propaganda about the position, role, and importance of citizen identification cards, the utilities of VNeID application, electronic identification accounts, online public services, and interconnected public services.

In particular, to promote the registration, activation and use of electronic identification accounts, on June 16, 2023, the Chairman of Nghe An Provincial People's Committee launched the campaign "All people register, activate and use electronic identification accounts".

Up to now, Nghe An province has completed the connection between the national database, specialized database and the provincial administrative procedure settlement information system. As of May 1, 2024, the whole province has received 2,446,786 records; of which 1,936,637 records have been activated, reaching 113.35% of the target assigned by the Ministry of Public Security; level 2 is 1,611,245 cases, reaching 83.19%.

Nghe An province has coordinated with the Department of Administrative Police for Social Order to complete the inspection of the province's source code and connection security levels; at the same time, it has completed the integration of the login feature using electronic identification accounts between the provincial administrative procedure settlement information system and the Ministry of Public Security's electronic identification and authentication system.

Regarding the work of reviewing and cleaning accounts on the Public Service Portal and building a feature that allows citizens to send requests for account information verification, the province strives to complete before June 1, 2024, moving towards using only VNeID in performing online public services.

Nghe An Province recommends that, in order to promptly record the difficulties of implementing units and localities, feedback from people and the business community in the initial implementation phase, the Ministry of Public Security should study and establish a specialized channel to "receive, answer, and resolve difficulties". From there, it will help the management agency continuously improve and optimize the system, ensuring the set goals and progress.

STRENGTHENING PROPAGANDA, IMPROVING LEGAL BASIS

Concluding the conference, Deputy Prime Minister Tran Luu Quang assessed that awareness and perception of the need to use VNeID as the only account in implementing online public services of all levels, sectors and localities has clearly changed.

Coordination between ministries, sectors and localities has improved. Information technology infrastructure has been invested in and leased in a more synchronous and modern manner. There have been many good practices and good initiatives by ministries, sectors and localities; at the same time, problems arising in practice have been discovered.

However, the current legal basis is not consistent in the use of VNeID, and does not clearly stipulate which utilities are used or not. In addition, the issuance of legal bases is slow, and the handling of local petitions is limited....

Emphasizing the requirement that from July 1, 2024, online public services must be implemented on VNeID accounts, Deputy Prime Minister Tran Luu Quang requested ministries, branches and localities to be determined; strengthen propaganda work so that people clearly understand the benefits of implementation; review the database, provide specific instructions on necessary tasks for effective implementation; and complete the legal basis.

In addition, ministries and sectors clean up mobile subscriber data with the requirement of 100% genuine SIM cards; improve the quality of telecommunications infrastructure. Localities calculate investment or infrastructure rental to ensure efficiency; increase experience exchange with other localities.
