Promoting the attraction of overseas Vietnamese resources

In recent years, resources from the overseas Vietnamese community have become a huge external resource in many aspects that Vinh Phuc province is aiming for.

Vinh Phuc is a province located in the key economic region of the North, the Red River Delta and the Capital region, with advantages in geographical location, natural conditions and transportation by road, rail, waterway and air. These are outstanding advantages for socio-economic development.

Over the years, Vinh Phuc province has always strived to innovate to develop, becoming a prestigious and trustworthy locality for domestic and foreign investors. Vinh Phuc's Provincial Competitiveness Index (PCI) is always in the top 10 of the country (ranked fifth in 2021, ranked eighth in 2022). In terms of investment attraction, Vinh Phuc is considered one of the bright spots in the Northern region.

To continue to affirm its position, Vinh Phuc needs many external resources to build and develop in the context of increasingly saturated foreign direct investment (FDI) and domestic direct investment (DDI) resources due to the influence of the world economy. The overseas Vietnamese community (OV) in general and Vinh Phuc overseas Vietnamese (OV) in particular are a great external resource in many aspects such as: Material contributions such as annual remittances; investment, production, business in the province; connecting, promoting local investment, trade, tourism with other countries; supporting charity and humanitarian activities. In addition, there are intangible contributions such as: Promoting the local image to the world, promoting the culture, country, people of Vietnam and Vinh Phuc, as well as resources from overseas Vietnamese intellectuals in state management activities, developing science and technology, education and related economic, scientific and technical sectors.

Overseas Vietnamese work of the province

Vinh Phuc province has issued many documents to strengthen the work of overseas Vietnamese in the province in the new situation such as: Plan No. 49-KH/TU dated September 24, 2021 of the Provincial Party Standing Committee on implementing Conclusion No. 12-KL/TW dated August 12, 2021 of the Politburo on the work of overseas Vietnamese in the new situation; Plan No. 73-KH/TU dated March 23, 2022 of the Vinh Phuc Provincial Party Committee on implementing Directive No. 12-CT/TW dated January 5, 2022 of the Secretariat on strengthening the leadership of the Party and improving the effectiveness of people-to-people diplomacy in the new situation.

Identified as one of the four pillars of the local foreign affairs sector in recent times, along with political, economic and cultural diplomacy, the work on NVPONN through the activities of the Provincial Union of Friendship Organizations has organized connections, mobilized the establishment of bilateral friendship associations, and moved towards establishing a Liaison Committee for Vinh Phuc people abroad in other countries. The NVPONN community has always actively organized activities towards the homeland, the country and the province such as: Organizing meetings to celebrate major holidays, supporting humanitarian and charitable activities. Policies for overseas Vietnamese have been gradually implemented. The attraction of NVPONN resources in the economic, social, humanitarian and charitable fields has been enhanced and achieved positive results.

In addition, up to now, in the province, there are a number of enterprises invested by overseas Vietnamese, such as Viet Duc Steel Joint Stock Company, Song Hong Thu Do Group Joint Stock Company, Soiva - Vietnam Company Limited, COSMOS Technology Company Limited... contributing to promoting the socio-economic development of the province, creating jobs for many workers. In particular, the value of remittances has increased every year. This foreign currency flow has significantly contributed to improving the quality of life of individual households, developing household economy, investing, contributing capital for production and business in the province.

In 2022, Vinh Phuc issued Decision No. 1049/QD-UBND dated June 2, 2022 of the Provincial People's Committee on the Investigation Plan for Vinh Phuc people abroad and their families in the province, thereby building a database on Vinh Phuc people migrating abroad, contributing to improving the quality of migration management.

The preliminary contents of the investigation are as follows:

The subjects of the investigation are households, relatives who are biological parents, spouses, biological children/in-law, siblings or other legal representatives of Vinh Phuc people abroad and Vinh Phuc people residing abroad in all nine districts and cities with 136 communes, wards and towns of the province.

Investigation content:

First, information about the households and relatives of Vinh Phuc people migrating abroad; second, information about the number of Vinh Phuc people migrating abroad for different purposes (settlement, labor export, study abroad, experts, business, other purposes); third, information about Vinh Phuc people migrating abroad for the purpose of settlement; fourth, information on evaluation and recommendations on current policies of the state and province towards overseas Vietnamese...

The survey results show that the total number of Vinh Phuc people migrating abroad is 12,015 people, of which 1,582 people are for settlement, 7,561 people are for labor export, 1,683 people are for study abroad, 46 people are experts, 509 people are for business and 634 people are for other purposes. The main purpose of going abroad of Vinh Phuc people is labor export, 7,561 people (accounting for 63%).

To be more specific, the province has conducted a survey on Vinh Phuc people returning to settle in the country, and evaluated policies related to NVNONN.

Expectations to attract overseas Vietnamese resources

It can be seen that the NVNONN community continues to grow in number, expand in area and change in composition. The young overseas Vietnamese group and the new immigrant group, especially international students, will be the main factors affecting the attitudes and awareness of the community, as well as the connection between the NVNONN community and the homeland.

Basically, the NVPONN community continues to be stable, deeply integrated into the local society in all aspects, playing an increasingly important role in promoting economic activities, trade, investment, science and technology transfer, cooperation in education, training, culture, arts, sports, as well as being a bridge to strengthen friendly relations between our country and other countries in the world. The trend of young overseas Vietnamese returning home to start a business, seek job opportunities, invest, do business, participate in cultural and artistic activities... is increasingly evident. The spirit of patriotism, national pride, and attachment to the homeland in the NVPONN community is aroused and strengthened.

Solutions to improve efficiency

Vinh Phuc province has planned to implement a number of solutions related to NVPONN work.

First, it is necessary to strengthen the leadership and direction of Party committees and authorities at all levels in the work of NVNONN of agencies, units and localities.

The province directs specialized agencies to focus on researching and developing specific mechanisms and policies based on legal regulations to create a more favorable environment to attract overseas Vietnamese resources, in which the policies must ensure a number of contents such as: Demonstrating respect, attracting talents, promoting the contribution of overseas intellectuals to the development of the country and the province; having incentive regimes and proper respect for outstanding experts and intellectuals in the overseas Vietnamese community when they return to the province. Next, there is a mechanism to encourage overseas Vietnamese with the capacity to actively participate in domestic socio-political organizations and social organizations. In addition, it is necessary to create favorable conditions for investment and business activities in the province; establish a coordination mechanism between functional agencies, create a stable legal environment, making overseas Vietnamese feel secure and confident when investing and cooperating with domestic organizations.

In addition, the province builds a mechanism to receive, process, respond, apply and promote the effectiveness of initiatives, quickly create a scientific legal corridor to attract capital from overseas Vietnamese; take advantage of technology and knowledge resources through experts and Vietnamese intellectuals abroad to serve the industrialization and modernization process of the country and Vinh Phuc province.

Next, increase the participation of overseas Vietnamese relatives in related activities, thereby spreading humane messages in the Party and State's policies and guidelines for overseas Vietnamese, arousing connections from the family to increase the trust and affection of overseas Vietnamese for their homeland and country.

Establish the Overseas Vietnamese Liaison Committee of the province and the Association of Overseas Vietnamese of Vinh Phuc to mobilize the maximum resources of overseas Vietnamese, promote the strength of great national unity, encourage and create conditions for overseas Vietnamese of Vinh Phuc to actively contribute to the cause of national construction and defense, and socio-economic development of the province.

Provide maximum support to associations to organize community connection events at home and abroad to promote the spirit of solidarity and mutual love in the NVPONN community, continue to encourage and motivate each other to wholeheartedly turn towards the homeland and country, participate in economic, social and charitable activities in the country.

Finally, train, foster and improve the capacity of cadres in agencies implementing overseas Vietnamese work; improve the organization, capacity and means for agencies specializing in overseas Vietnamese work, create conditions in terms of human resources, facilities and financial resources to have sufficient capacity to truly meet the requirements of being a state advisory and management agency and at the same time being the focal point for coordinating and directing this work.
