2 contractors at Bien Hoa - Vung Tau Expressway Project do not ensure the committed progress

In particular, this unit assessed that there were 2 contractors expected to not ensure construction progress as committed.

Specifically, in package 18, the contractor Truong Son Construction Corporation and Cuong Thuan IDICO Joint Stock Company, although they have increased machinery and equipment, have not yet been proactive in sourcing earth fill materials, leading to failure to ensure the committed progress. When the rainy season comes, it may be impossible to construct the roadbed and it is expected that it will not be completed in time according to the plan and direction of the Provincial People's Committee.

Meanwhile, in package 21, the contractor, Hai Dang Joint Stock Company, although having gathered machinery and equipment according to the bidding documents and is transporting the source of earth filling materials to the construction site (only reaching nearly 13 thousand ^m3 /615 thousand ^m3 ), has not been resolute in the construction of items according to the contract. The expected construction progress of this contractor also does not meet the requirements according to the plan and direction of the Provincial People's Committee.

According to the Department of Construction, currently, in package 18, there are 2 contractors, namely Construction Service and Trade Joint Stock Company 68; Trung Nam Construction and Installation Joint Stock Company, who have completed the construction according to the plan and direction of the Provincial People's Committee. These contractors have fully supplemented machinery and equipment, proactively provided materials and worked overtime to complete the construction. It is expected to complete the committed progress.

For the contractor, Hoa Binh 479 Joint Stock Company has gathered materials, equipment, and machinery, and is implementing bored pile construction at the overpass at Km4+443 and constructing 2 girder casting yards. However, because the ground at 2 locations of pier M1 of bridge Km0+089 and pier M2 of bridge Km5+069 are still entangled with power lines, construction cannot be carried out yet. The Department of Construction has recommended that the Provincial Land Fund Development Center promptly relocate the technical infrastructure to serve the project construction. With the items of Hoa Binh 479 Joint Stock Company, it is expected to complete the committed progress.

In package 21, Lizen Joint Stock Company and 368 Joint Stock Company are also working to ensure completion according to the committed schedule. As for Lizen Joint Stock Company, the work can be completed in June-July.

The contractor, Construction Corporation No. 1-CC1, has also provided sufficient vehicles, equipment, and vehicles to transport earth to the construction site to ensure construction progress. The contractor is currently transporting 25,000 ^m3 of ^earth to the construction site.

According to the request of the Provincial People's Committee, for component project 1, Bien Hoa - Vung Tau Expressway Project, contractors must ensure the completion of the main expressway roadbed, parallel routes, and service roads before May 30, 2025 (before the rainy season) and complete all asphalt paving work of the above items before December 31, 2025.
