Promote information and propaganda to implement the province's planning

In order to propagate, disseminate and thoroughly understand, contributing to raising awareness and responsibility for cadres, party members and people of all walks of life in the province about the significance and importance of the Ninh Thuan Provincial Planning for the period 2021-2030, with a vision to 2050 for the province's development in the coming period; on July 29, 2024, the Provincial People's Committee issued Plan No. 3427/KH-UBND requesting departments, branches, units and localities to strengthen leadership, direction, dissemination and dissemination of the Planning in accordance with the spirit of Directive No. 59-CT/TU dated June 25, 2024 of the Provincial Party Committee Standing Committee; Instruction No. 166-HD/BTGTU dated July 11, 2024 of the Provincial Party Committee's Propaganda Department.

Accordingly, regarding the content of propaganda, the plan of the Provincial People's Committee requires focusing on disseminating and thoroughly understanding the purpose, significance and importance of implementing the Ninh Thuan Provincial Planning for the period 2021-2030, with a vision to 2050; development perspectives; key tasks, development breakthroughs, development directions, focusing on developing 5 important breakthrough industry groups, plans to organize economic and social activities (KT-XH) according to 4 territorial regions, 3 dynamic regions and 3 development corridors, plans to arrange administrative units and plan the urban system and functional areas; groups of solutions and resources to implement the planning. Focus on disseminating new and important issues, creating new momentum for the province's development such as: Developing green energy, green hydrogen and carbon-neutral industrial parks... Outstanding results in the process of implementing the provincial planning; issues of public concern.

Regarding the form of propaganda, based on the conditions, actual situation, each specific stage, the departments, branches, units of the province and localities have appropriate forms of dissemination, dissemination and propaganda such as: Organizing dissemination and propaganda among cadres, civil servants, public employees and workers. Propagating on the mass media of the province: Ninh Thuan Newspaper, Ninh Thuan Radio and Television Station, district and commune-level broadcasting systems. Visual propaganda and agitation by billboards, posters, leaflets... Posting on the portals, electronic information pages of departments, branches, localities; propagating on the internet, social networks, infographics...

To effectively implement the proposed plan, the Provincial People's Committee requests the Provincial Vietnam Fatherland Front Committee and provincial associations and organizations to propagate and mobilize union members, members and people of all walks of life in appropriate forms, creating social consensus, promoting the great national unity bloc in the process of implementing socio-economic development programs and implementing the province's planning; at the same time, actively provide social criticism and supervise the implementation of the province's planning.

Assign the Department of Information and Communications to coordinate with the Provincial Party Committee's Propaganda Department to direct, orient and guide press agencies to promote information and propaganda on the implementation of Decision No. 1319/QD-TTg of the Prime Minister and Directive No. 59-CT/TU of the Provincial Party Committee's Standing Committee to cadres, party members and people in the province. Carry out propaganda on the province's electronic information portal: Open a column "Implementation of Ninh Thuan Provincial Planning for the period 2021-2030, vision to 2050" to provide propaganda information on the contents and implementation process of the provincial planning. Well perform the state management function in propagating the tasks of socio-economic development and provincial planning; coordinate to strictly handle violations in posting information that is contrary to the Party's guidelines and policies, the State's policies and laws on planning, and does not accurately reflect the nature, truth and implementation situation of local planning. The Department of Culture, Sports and Tourism directs and guides the organization of cultural, sports, tourism, exhibition and visual propaganda activities on achievements in socio-economic development and results of the province's planning implementation.

Departments, branches, sectors, units and People's Committees of districts and cities carry out the work of disseminating, thoroughly understanding and propagating to cadres, civil servants, public employees and workers the key contents of Decision No. 1319/QD-TTg of the Prime Minister and Directive No. 59-CT/TU of the Provincial Party Standing Committee on provincial planning. Proactively monitor and grasp the ideological situation and public opinion among cadres, civil servants, public employees and workers to promptly direct and orient ideology and public opinion when complicated issues arise, especially those related to production activities, land, environment, issues related to culture, beliefs, spirituality, ethnicity, religion, and people's livelihoods when having to relocate and resettle... People's Committees of districts and cities direct the Department of Culture and Information, the Center for Culture - Sports and Broadcasting, People's Committees of communes, wards and towns to promote propaganda work on electronic information pages, grassroots information systems, visual and mobile propaganda appropriate to the locality.

Propose that representative offices of press agencies, resident reporters of newspapers located in the province; press agencies cooperating with the province regularly support reporting and articles reflecting the implementation of the province's planning; encourage and motivate patriotic emulation movements in the province; discover and commend typical and advanced collectives and individuals in studying, working and producing, effectively using state capital, ensuring progress, quality, investment projects... Proactively provide official and positive information, contributing to orienting thoughts and public opinion on outstanding issues, complex and sensitive socio-economic cases that people are interested in during the implementation of the province's planning, key projects and programs of the province.

For Ninh Thuan Newspaper, Ninh Thuan Radio and Television Station closely follows the direction, guidance and orientation of the Provincial Party Committee's Propaganda Department, promotes information and propaganda on the implementation of Decision No. 1319/QD-TTg of the Prime Minister and Directive No. 59-CT/TU of the Provincial Party Committee's Standing Committee on provincial planning. Open special pages and columns; increase news, articles and propaganda reports on printed newspapers, electronic newspapers, radio and television on provincial planning; focus on innovating concise, vivid and attractive forms of propaganda. Proactively provide official and positive information, contributing to orienting thoughts and public opinion, especially on complex, prominent issues of public concern in the process of implementing provincial planning. During the implementation process, there must be close coordination between agencies, localities and units, ensuring unity from the province to the grassroots; Linking planning propaganda with annual socio-economic development tasks and progress of implementing key programs and projects of the province.
