The Government Office issued Document No. 405/TB-VPCP dated September 5, 2024 announcing the conclusion of Prime Minister Pham Minh Chinh at the working session with the Ho Chi Minh Mausoleum Management Board on the results of the implementation of tasks in the first 6 months of the year and the periodic renovation work of the Mausoleum in 2024.

The announcement clearly stated that from now until the end of 2025 is the time of many important events of the country such as the 80th anniversary of the founding of the Vietnam People's Army (December 22, 1944 - December 22, 2024); 80 years of the August Revolution (August 19, 1945 - August 19, 2025) and 80 years of National Day (September 2, 1945 - September 2, 2025); 50 years of the Liberation of the South and National Reunification (April 30, 1975 - April 30, 2025); preparation for the 14th National Party Congress...

The Prime Minister requested the Mausoleum Management Board to promote the spirit of initiative, innovation, creativity, and flexibility according to its assigned functions, tasks, and powers; closely and effectively coordinate between agencies and units in the region to complete tasks of great historical significance, contributing to the cause of national construction and defense. In particular, it is necessary to thoroughly grasp and deploy tasks with the spirit of "what has been done well must be done better, what has been tried must be tried harder, with greater determination, more drastic actions", with focus, key points, completing each task; ensuring that assigned tasks and tasks must have products, effectiveness, "weighed, measured, counted", quantifiable; assigning "clear people, clear work, clear responsibilities, clear implementation time, clear effectiveness, clear products".

Along with focusing on performing regular tasks well, the Prime Minister requested the Mausoleum Management Board, relevant ministries and agencies to focus on the following contents and tasks:

The implementing units conduct preliminary assessments and propose competent authorities to consider and reward collectives, units and individuals with outstanding achievements in performing their tasks.

Organize and serve well and thoughtfully the visiting activities of compatriots and international guests.

The Ho Chi Minh Mausoleum Management Board proactively grasps the situation, promptly detects and coordinates to handle possible situations with the motto of early detection and remote resolution; being on duty, raising vigilance, and being ready to fight in all circumstances. Always upholding the spirit of self-reliance and self-improvement; promoting internal strength, being proactive and creative in performing tasks.

Organize and provide good and thoughtful service for the visits of compatriots and international guests; the ceremonies to pay respects to President Ho Chi Minh, and the State-level memorial services for heroic martyrs by Party and State leaders and delegations of heads of state and high-ranking leaders of other countries.

Strengthen the application of scientific and technological advances in research on embalming and preservation; promote cooperation in scientific research and experimentation, striving to fully master and successfully complete the task of preserving President Ho Chi Minh's body in a long-term and absolutely safe manner by 2030.

Strengthen political and ideological education so that cadres, soldiers and workers of the units can work with peace of mind, be absolutely loyal, attached to and carry out special political tasks with all their heart, courage and intelligence; truly be exemplary models in studying and following Ho Chi Minh's ideology, morality and style.

The Ho Chi Minh Mausoleum Management Board coordinates with the Ministry of Information and Communications and relevant agencies to promote digital transformation in managing visitors to the mausoleum and the area; and to increase the application of new communication methods.

The Ho Chi Minh Mausoleum Management Board, in coordination with ministries, branches and the Hanoi People's Committee, continues to promote the tradition and achievements, making greater efforts to better fulfill assigned tasks so that the Ba Dinh Special Historical - Cultural - Political Relic Complex becomes more spacious, more beautiful, more modern, and enhances its endogenous strength.

"Red address" educating revolutionary traditions, the place every Vietnamese person returns to when coming to Hanoi and to Uncle Ho

The Ho Chi Minh Mausoleum Management Board coordinates with the Ministry of Culture, Sports and Tourism, relevant agencies and consults with localities to study the adjustment of the Periodic Restoration Plan of the Mausoleum in accordance with the actual situation, meeting the aspirations of students, domestic and foreign tourists, and people in remote, border and island areas.

The Ministry of Information and Communications urgently presides over and closely coordinates with the Mausoleum Management Board to promote digital transformation and apply information technology in management, organization, reception, and service for people and international delegations to ensure both closeness, friendliness, and convenience, while also ensuring absolute security and safety.

Ministries, branches, and the Hanoi People's Committee, according to their assigned functions and powers, continue to closely coordinate with the Mausoleum Management Board, proactively, make efforts, and further promote the spirit of creativity and innovation so that the space of Ba Dinh Square and the relics related to President Ho Chi Minh and the Martyrs' Memorial Area will forever be the cultural and political center of the whole country, a "red address" for educating revolutionary traditions and a place for every Vietnamese person to return to when coming to Hanoi and to Uncle Ho.

Ensuring the cohesion and promotion of the historical and cultural values ​​of the Mausoleum and related relics

Regarding the proposals and recommendations of the Ho Chi Minh Mausoleum Management Board, Prime Minister Pham Minh Chinh directed: Regarding the site clearance of the housing area south of the lawn of Ba Dinh Square, assign the Hanoi People's Committee to preside over the site clearance of the housing area south of the lawn of Ba Dinh Square in accordance with its assigned functions, tasks and authority; to be completed in September 2024.

The Prime Minister assigned the Hanoi People's Committee to coordinate with the Mausoleum Management Board to report to competent authorities to propose a unit to receive and manage houses and land after site clearance to carry out management and prevent encroachment according to the provisions of law; to be completed in 2024.

Regarding the architectural planning of the Ba Dinh Political Center Area, the Prime Minister assigned the Ministry of Construction to preside over and coordinate with the Hanoi People's Committee and relevant ministries and agencies to study and review the Detailed Planning of the Ba Dinh Political Center Area, Hanoi City, at a scale of 1/2,000 according to Decision No. 2411/QD-TTg dated December 10, 2013 of the Prime Minister to propose development orientations in the new period to ensure the connection and promotion of the historical and cultural values ​​of the Mausoleum and related relics; report to the Prime Minister in the fourth quarter of 2024.

Regarding the completion of the Ordinance on Management and Protection of the Ho Chi Minh Mausoleum Relic Site, the Prime Minister assigned the Ministry of National Defense to preside over and closely coordinate with the Ministry of Justice, the Government Office and relevant agencies to study and complete the Ordinance project on Management and Protection of the Ho Chi Minh Mausoleum Relic Site in accordance with the Government's directive conclusions in Resolution No. 126/NQ-CP dated September 1, 2024 on the thematic meeting on law-making in August 2024.
