Prime Minister Pham Minh Chinh has just signed and issued Official Dispatch No. 33/CD-TTg requesting ministries, branches and localities to strengthen network information security. The content of the dispatch requires the implementation of a number of urgent tasks in the face of the situation of cyber attacks, especially ransomware, which has increased sharply and may continue to develop complicatedly in the coming period, posing a risk of seriously affecting socio-economic development activities...

Statistics from the Department of Information Security (Ministry of Information and Communications) show that since the beginning of 2023, there have been more than 13,750 cyber attacks on information systems in Vietnam. In the first 3 months of 2024 alone, the number of cyber attacks on information systems in Vietnam was 2,323. Also in the first quarter of 2024, the National Cyber ​​Security Monitoring Center (Department of Information Security) recorded more than 300,000 threats targeting Vietnam's information systems. Of which, more than 13,000 were related to ransomware. Recently, the information systems of many Vietnamese enterprises such as VNDIRECT, PVOIL... have been continuously attacked by ransomware. This is causing many agencies and units to worry about a ransomware attack campaign targeting domestic information systems.

Experts from the Vietnam Information Security Association, the Department of Cyber ​​Security and High-Tech Crime Prevention (Ministry of Public Security), and the Department of Information Security have actively supported businesses in overcoming and handling incidents, and at the same time, they determined that there is no evidence that this is an organized campaign. However, this possibility cannot be ruled out because the incidents have occurred consecutively in a relatively short period of time.

The reality is that most Vietnamese businesses do not pay due attention to information security, despite the rapid and strong wave of digital transformation. This is the main reason why many companies become victims of attacks. Along with that, the delay in notifying the authorities when an incident occurs; confusion, no investigation and response plan; hasty system recovery... makes the situation worse.

Authorities, especially the Department of Information Security, have warned that the trend of ransomware attacks on businesses and organizations in Vietnam is increasing; at the same time, they have issued documents requesting agencies, organizations and businesses to review and strengthen the implementation of network information security solutions for information systems, prioritizing monitoring and early warning solutions. Recently, the Department of Information Security has issued a handbook on some measures to prevent and minimize risks from ransomware attacks for agencies, organizations and businesses, aiming to ensure national network information security.

The urgent solution now is to implement continuous monitoring measures, regardless of the time; invest appropriately (both financially and human resources) in monitoring, response and prevention. For systems that have detected serious security vulnerabilities, after fixing the vulnerability, it is necessary to immediately hunt for threats to determine the possibility of previous intrusion; apply the 4-layer model to ensure information security issued by the Ministry of Information and Communications (on-site forces; professional protection and supervision; professional inspection and assessment; connection and information sharing with the national technical system)...

Cybersecurity is a war between humans and humans. Therefore, we must invest in defense to have better responses, especially avoiding the mentality of “locking the barn door after the horse has stolen”.
