One of the general goals of the Agricultural Extension Development Strategy to 2030, with a vision to 2050, is to promote the application of information technology and digital transformation in agricultural extension; to build a professional and creative agricultural extension system that meets the requirements of agricultural, farmer and rural development.

On the morning of February 18, Deputy Prime Minister Tran Hong Ha chaired a meeting to listen to reports and give opinions on the agricultural extension development strategy to 2030, with a vision to 2050 (Agricultural Extension Strategy).

The Deputy Prime Minister stated that the Agricultural Extension Strategy has sufficient political, legal, and practical basis, and is very necessary in the context of new tasks and new situations for agricultural economic activities.

The strategy needs to clearly define the viewpoint and position of current agricultural extension work, what will be inherited and what will be innovated; the scope of deployment and implementation; have comprehensive, inclusive and effective goals for agriculture, farmers and rural areas; especially, it is necessary to propose a number of core, vital and breakthrough solutions for agricultural extension work, linked to specific tasks and projects; innovate the model and method of operation of the agricultural extension system to ensure efficiency and effectiveness.

The general objective of the Strategy is to strongly innovate the form of agricultural extension organization and activities, strengthen decentralization, ensure a streamlined, strong, efficient, effective and efficient apparatus, suitable for each type of production and locality; develop and improve the effectiveness of coordination between state agricultural extension with enterprise agricultural extension, community agricultural extension, according to the industry chain; promote the application of information technology and digital transformation in agricultural extension; build a professional and creative agricultural extension system, meeting the requirements of agricultural, farmer and rural development.

By 2030, 90% of communes nationwide will have community agricultural extension teams; over 50% of technical agricultural extension documents will be digitized, visualized, and updated on the national agricultural extension database; training, coaching, fostering, and technology transfer will be organized for about 100,000 farmers; 70% of agricultural extension models and projects will be built and developed according to a sustainable production and product consumption chain, bringing benefits and economic efficiency to participants and the community.

The Deputy Prime Minister emphasized the important role of agricultural extension work for farmers in producing unique and diverse agricultural products, ensuring food security.

The strategy must be clear and coherent when determining the position, functions and tasks of agricultural extension work in order to contribute the most to the implementation of strategies and goals on agriculture, farmers and rural areas.

Agricultural extension must work with farmers to convert traditional production methods to organic, modern, and smart agricultural cultivation; connect stages and production and trade chains; improve quality, productivity, and control food safety; develop commodity areas and agricultural product brands to supply domestic and international markets with the highest quality; build models associated with the development strategy of each region, national agricultural products, agricultural tourism, and urban agriculture;...

In addition, the Agricultural Extension Strategy needs to add mechanisms and policies to mobilize schools and agricultural research institutes to participate in research, technology transfer, and human resource training for agricultural extension work, as well as farmers; a fund to prevent risks in agricultural production;...
