Kinhtedothi - Hanoi People's Committee has issued Decision No. 690/QD-UBND dated February 13, 2025 on promulgating the Regulation on management, operation and exploitation of the Information System for establishing, registering and assigning socio-economic targets in Hanoi.

The Regulation consists of 6 Chapters and 22 Articles, stipulating the principles, powers and responsibilities of agencies and units in providing and exploiting the socio-economic indicators system of Hanoi City. This Regulation does not apply to confidential information according to the provisions of the law on protecting State secrets.

Subjects of application: This Regulation applies to the City's departments, branches and sectors; People's Committees of districts, towns and cities; joint management units, political organizations of Hanoi City and cadres, civil servants, public employees and workers of the above agencies and units participating in the management, operation and use of the City's Socio-Economic Indicator System to carry out the registration and update of reports on the City's socio-economic indicators; connect, exchange and provide information with the City's Reporting System to serve the City's direction and administration and according to state management requirements.

The City's socio-economic indicators system supports agencies and units in establishing, assigning, registering, synthesizing, and analyzing data on socio-economic development indicators of Hanoi City to serve the direction and administration of the City's authorities at all levels. This system is installed at the Department of Planning and Investment with the domain name ktxh.hanoi.gov.vn and the Internet access address is: https://ktxh.hanoi.gov.vn. The City's socio-economic indicators system ensures security and information safety conditions to connect and share information with the City's reporting information system, the Government's reporting information system, and reporting information systems of ministries, branches, localities, and other information systems according to the connection standards of the Ministry of Information and Communications; operating continuously 24 hours a day and 7 days a week.

Responsibilities of units: Heads of departments, branches, sectors, People's Committees of districts, towns, wards, and townships and related units are responsible to the City People's Committee, Chairman of the City People's Committee for the content of information and data updated on the industry and local indicator form system; at the same time, are responsible for responding to and resolving recommendations and complaints about information and data provided by agencies and units.

Responsible for updating information on socio-economic indicators of the industry and locality to serve the creation, registration, monthly, quarterly and annual reporting according to the City's Socio-Economic Indicator System. Responsible for ensuring the time schedule and accuracy of data entered into the City's Socio-Economic Indicator System.

Regularly update and supplement the industry's indicator systems, exchange information with the Department of Planning and Investment to promptly overcome difficulties in the process of using the City's Socio-Economic Indicator System...

In addition, the City People's Committee assigned the Department of Planning and Investment as the agency managing and operating the City's Socio-Economic Indicator System, responsible for urging and monitoring units to properly implement the Regulations, synthesizing and proposing rewards according to regulations.
