Resolution No. 05-NQ/TU dated October 25, 2021 of the Provincial Party Standing Committee on "Building and developing Thanh Hoa City to 2030, with a vision to 2045" determined: "Thanh Hoa City plays the role of an economic and cultural center, a "locomotive" to help Thanh Hoa province effectively implement Resolution No. 58-NQ/TW of the Politburo". To carry out this important "mission", with high determination and great efforts, Thanh Hoa City has made many outstanding and comprehensive marks in all fields, making great contributions to the implementation of the province's socio-economic goals.

Economic Imprint

With a source of historical and traditional cultural values ​​crystallized over time and preserved to this day, Thanh Hoa City has within itself an important spiritual "pillar" and endogenous resources for strong development. Determining that the city develops not only for itself, but also has a responsibility to the whole Thanh Hoa region. Therefore, the aspiration to build Thanh Hoa City to become more and more prosperous is expressed in the Resolution of the 21st City Party Congress, term 2020-2025 with a very clear roadmap: "By 2025, Thanh Hoa City will be in the group of class I urban areas directly under the leading provinces in the country; by 2030, it will basically become a smart, civilized, and modern urban area". A big goal for the 10-year journey, but it is also the inevitable direction of development that Thanh Hoa City must reach after merging Dong Son district into Thanh Hoa City.

To realize this great goal, Thanh Hoa City has comprehensively developed the economic, cultural - social, defense - security fields. In particular, after the "shock" of the COVID-19 pandemic, the city focused on leading, directing and drastically implementing tasks and solutions, so the economy has recovered and developed rapidly. The clearest evidence is that in 2024, the city's economy continued to grow, with many indicators increasing compared to the same period. Notably, the total production value reached 81,220 billion VND, with this figure the city ranked 2nd in the province (after Nghi Son town) and accounted for 18.4% of the province's production value (up 0.4% compared to 2020). The growth rate of production value reached 10.25%, ranking 4th in the province (up 2 places compared to 2020). In the general picture, the industry continues to affirm its fundamental role in the economy. Although the difficulties facing the industry are not small, the industry - construction sector still reached 53,101 billion VND, up 10.44% over the same period. The agricultural production sector has many improvements and achieved quite comprehensive results. In addition to maintaining a cultivated area of ​​over 5,200 hectares, the city has accumulated and concentrated 140 hectares of agricultural land for large-scale production, exceeding 75% of the plan assigned by the province.

The excitement of tourism activities is associated with festivals and cultural events organized by the province and city such as "Thanh Hoa City - Hoi An City Cultural Week", "Weekend Rendezvous" program, opening of Phan Chu Trinh walking street and Lam Son Square cultural space... Thanks to that, in 2024, the city welcomed 2.56 million visitors, with total tourism revenue reaching 4,800 billion VND. In particular, with the expansion of businesses' markets, many of the city's key export products maintained high growth rates compared to the same period, such as: Ready-made garments increased by 10.9%, leather shoes of all kinds increased by 10.7%, frozen shrimp increased by 9.7%, frozen squid increased by 9.2%... This is an important factor contributing to the total export value of goods in 2024 of Thanh Hoa City reaching an impressive figure of 1,825 million USD, an increase of 25.5% over the same period, accounting for 27.5% of the province's export value.

During the year, the city was very excited when the state budget revenue reached 4,158.8 billion VND, reaching 141% of the provincial estimate and 118% of the city's assigned estimate. Mobilized development investment capital reached 27,973 billion VND, up 6.7% over the same period, accounting for 20.08% of the province's total investment capital. Enterprises and entrepreneurs developed rapidly in terms of quantity, scale, and industry structure, contributing positively to the city's development. Average income per capita in 2024 reached 91.17 million VND, an increase of 21.17 million VND compared to 2020. The poverty rate decreased to 0.03%, exceeding the target assigned by the province and the city. The above “telling” numbers are proof of a city that is very different in orientation, thinking and development vision, while affirming its role as a “locomotive” in the socio-economic development of Thanh Hoa.

Outstanding advantages

Services and trade have long been affirmed as a dominant advantage in the economic structure of Thanh Hoa City. In recent years, services and trade have developed rapidly; traditional and modern retail networks continue to "cover" all wards and communes. Chains of restaurants, hotels, and large-scale, modern event centers have been established one after another. In particular, the appearance of famous investors with large supermarket systems such as GO! Thanh Hoa, Co.opmart, Vinmart+, Dien may xanh, HC Thanh Hoa... has created bustling and vibrant commercial activities, while also creating a breakthrough, in line with the modern shopping trends of urban residents.

Thanh Hoa City has many potentials and advantages to develop high-value-added service industries such as tourism - trade, post - telecommunications - information technology, education - training and vocational training, healthcare, finance - banking, real estate business... To make service - trade activities one of the main pillars of the economy, the 21st City Party Congress, term 2020-2025, selected "Developing service industries, focusing on tourism services and high-value-added services" as one of the three key programs to implement. Over the past 4 years, the city has reviewed, updated and supplemented plans to ensure consistency, synchronization and connectivity, as a basis for calling for and attracting investment in large commercial centers. The highlight is the acceleration of site clearance and land handover to AEONMALL Vietnam Co., Ltd. to start the construction of a mixed-use commercial service center project with a scale of 10.5 hectares and a total investment of VND 4,157 billion in Quang Thanh ward. The project is expected to be put into operation in the second quarter of 2026, promising to contribute positively to improving the quality of goods and services for the people of the city as well as the whole province, while having a spillover effect, promoting the strong development of related industries in the supply chain.

In addition to the outstanding project of the mixed-use commercial service center, the city has completed the investment in the construction of the technical infrastructure system and decoration items for the Phan Chu Trinh walking street with a total investment of 27.3 billion VND. The system of 37 markets in the city has been maintained and operated stably, in which Dong Huong Vegetable and Food Wholesale Market has made a great contribution to the supply of goods and services for the people of the city as well as the whole province. Along with a series of supermarkets, commercial centers, and convenience stores that have been established, the total retail sales of goods and revenue from service industries of the city have reached 49,117 billion VND, ranking first in the province. These results are an important foundation for Thanh Hoa City to make steady strides to soon become a major service - trade center of the Southern Delta and North Central regions by 2030 as set out in Resolution No. 05-NQ/TU of the Provincial Party Standing Committee on "Building and developing Thanh Hoa City by 2030, with a vision to 2045".

Urban infrastructure breakthrough

Many Thanh people returning home after a long time away from home were truly surprised by the new appearance of the city on the banks of the Ma River. Thanh Quang Park, Hoi An Park, Lam Son Square, Dong Chiec Lake... are still there, but everything around is so different. The shabby residential areas with poor infrastructure, the suburban areas have become new, modern, synchronous residential areas, creating an architectural highlight for the city. Located in a prime location, Vincom Plaza Thanh Hoa Urban - Commercial Area is one of the busiest and most classy commercial centers in Thanh. Vinhomes Star City Thanh Hoa is one of the rare projects that converges all 3 factors of "near the road - near the river - near the market", becoming an ideal place to live for many urban residents. Dong Hai urban area next to Nam Song Ma Avenue appears with modern architecture and green living space, friendly to the environment. After only a few years, the urban area of ​​South Thanh Hoa City has become a new, prosperous and developed residential area, creating the value of a new urban area. Bo Ve Park has been put into use, creating an important highlight in the urban appearance of the South Thanh Hoa City area.

Entering a new development phase, Thanh Hoa City has many opportunities to develop rapidly in all aspects and in the future, Thanh Hoa City will become a "livable" city when many "large-scale" projects continue to be planned and invested. In particular, the detailed construction planning at a scale of 1/500 of the new urban area in the two communes of Hoang Quang and Hoang Long and the planning of 1/500 of the residential and resettlement area No. 2 in Hoang Dai commune with an area of ​​40.95 hectares, total cost of more than 918 billion VND are expected to meet the requirements of residents of Thanh Hoa City and Hoang Hoa district for a classy living space, escaping the cramped urban environment. Along with a series of planning areas in many other locations being implemented at the same time, it will bring harmonious and balanced development to the city.

The change in the "shape" of Thanh Hoa City today is also evident by the highly connected traffic works between urban strips, rural areas and 6 centers of Thanh Hoa City with key economic zones inside and outside the province such as Nguyen Hoang Avenue, Hung Vuong Avenue, Nam Song Ma Avenue, Vo Nguyen Giap Avenue, the Western bypass, the East-West route, the route connecting Thanh Hoa City with Tho Xuan Airport... In addition, many large projects according to Resolution No. 05-NQ/TU of the Provincial Party Standing Committee and Resolution 303/NQ-HDND of the Provincial People's Council such as the Children's Cultural Palace Project and the City Sports and Physical Training Center; Hoi An Park Renovation and Upgrading Project; North-South Railway Overpass Project; Le Loi Avenue Renovation and Expansion Project... have been and are being implemented, creating the "attraction" of the city for domestic and foreign investors. In addition to the State budget, the city has mobilized maximum resources from the people for development. After more than 2 years of implementing the Project "Mobilizing social resources to invest in and upgrade roads, drainage ditches, and sidewalks in Thanh Hoa City in the period of 2021-2025", many infrastructure projects have been formed, ensuring harmonious and balanced development between inner-city and suburban wards and creating a connection between traffic infrastructure in residential areas and infrastructure of new urban areas.

To clearly demonstrate the role of the "locomotive" connecting, the driving force for development in all areas of the province, the city continues to effectively implement the Thanh Hoa Urban Master Plan, Thanh Hoa province to 2040, at the same time speeding up the completion of procedures and documents to start and construct key projects such as the project to build Thanh Hoa city into a smart city, the Nam Song Ma Avenue Project Phase 2, the East-West Avenue expansion project from Cao Bridge to Rung Thong Ward... Complete documents and procedures to establish the Northern Industrial Cluster of the city, the Western Industrial - Urban Area of ​​the city to attract investment in large-scale, high-tech industrial projects.

Seeing clearly the new opportunities and fortunes after merging Dong Son district into Thanh Hoa city, with the belief and expectation from the new position and strength of a class I urban area with a long tradition of culture and revolution, Thanh Hoa city will overcome all challenges, continue to move forward firmly to step quickly and strongly into a new chapter, contributing with the people of all ethnic groups in the province to build Thanh Hoa into a rich, beautiful, civilized and modern province; a comprehensively developed and exemplary province of the whole country.
