During 60 years of construction and development, the Party Committee of the Provincial Agencies Bloc has promoted the spirit of solidarity and unity, overcome all difficulties and challenges, focused on leading and directing grassroots party organizations in the bloc to successfully carry out political tasks, linking Party building with building strong agencies and organizations, actively advising the Provincial Party Committee, People's Council, and Provincial People's Committee to successfully carry out the cause of protecting and building a rich, civilized, and modern Quang Ninh province. On the occasion of the 60th anniversary of the founding of the Party Committee of the Provincial Agencies Bloc, reporters from the Provincial Media Center interviewed comrade Nguyen Thi Vinh, Secretary of the Party Committee of the Provincial Agencies Bloc.
- Could you please tell us some details about the Provincial Party Committee?
+ The Party Committee of the Provincial Agencies Bloc, formerly the Provincial Party Committee of the Civil Party Agency, was established by the Standing Committee on September 4, 1964 on the basis of merging the 3 Party Committees of the Civil Party Agency (DCĐ), the Government and Bai Chay. When it was first established, the Party Committee had 51 branches and affiliated Party Committees with 1,095 Party members. Under the leadership of the Party Committee, the branches and Party Committees of the Provincial DCĐ agency effectively advised the Provincial Party Committee, People's Council and People's Committee to lead the fight against the US to protect the sea and sky, and develop the economy and society.
During the period from 1966 to 1985, the activities of the Provincial DCCD Party Committee encountered many difficulties. There were times when the Party Committee had to dissolve and operate by region to suit the evacuation areas and wartime tasks. However, the entire Party Committee always promoted the sense of responsibility, dedication, and dynamism in carrying out political tasks, promptly serving the leadership of the Provincial Party Committee, People's Council, and Provincial People's Committee to successfully carry out political, economic and social tasks during this fierce and difficult period.
In response to the requirements of Party building in the new situation, on December 22, 1985, the Provincial Party Committee was re-established on the basis of merging the three Party Committees of the agencies directly under the Provincial Party Committee. The Trade Union and Youth Union organizations of the three blocks were also merged under the Party organization.
As the country enters a new stage of development, realizing the goal of a rich people, a strong country, a fair, democratic and civilized society, the Party Committee of the bloc continues to promote the spirit of solidarity, unity, flexibility and innovation in leadership and direction of party organizations and party members to do a good job of advising and implementing political tasks, effectively contributing to political stability, socio-economic development, and maintaining security and national defense of the province.
- Through the development process, how has the Party Committee of the Provincial Agencies Bloc promoted its role in building grassroots party organizations?
+ During the 60 years of establishment and development, the Party Committee of the Provincial Agencies Bloc has restructured and rearranged the organization many times with different names to suit the political tasks of each historical period. On January 29, 2013, the Standing Committee of the Provincial Party Committee issued a Decision to change the name of the Provincial Party Civil Affairs Party Committee to the Quang Ninh Provincial Agencies Bloc Party Committee. Up to now, the Bloc Party Committee has 63 subordinate grassroots party organizations, including 39 party committees and 24 grassroots party cells, over 4,500 party members in departments, branches, sectors, the Fatherland Front, provincial-level unions and a number of economic units and enterprises.
With the functions and tasks of a special party organization, over the years, the Party Committee of the Bloc has always determined that party building work must be closely linked to the implementation of political and professional tasks of agencies and units. The results of completing political and professional tasks are used as the basis for evaluating party building work, as well as the results of implementing directives and resolutions of the Central Committee and the province. Party building work in terms of politics, ideology and ethics has been promoted and has many innovations, contributing to creating unity in Party organizations and the entire contingent of cadres, party members, civil servants, public employees and workers of the Party Committee of the Bloc. Political theory education has been strengthened: From 2020 to July 2024, the Party Committee organized 33 classes to foster awareness of the Party for 2,327 outstanding masses and foster political theory for new party members. The Party Committee and Party committees at all levels have paid attention to the work of developing new party members: Since the beginning of the term, 794 new party members have been admitted with an average annual rate of 3.84%, exceeding the target set by the Resolution of the 9th Congress.
Party organizations in the entire Party Bloc have clearly identified the focus and key points through coordination with professional leaders to direct cadres and party members in agencies and units to advise on the development and implementation of specialized projects and resolutions, creating many positive changes in Party building: Developing, implementing and completing 15 resolutions, projects and plans of Quang Ninh province in the spirit of the Resolution of the 15th Provincial Party Congress. Completing 7 strategic plans with long-term vision; successfully implementing 3 strategic breakthroughs of the Resolution of the 12th and 13th National Congress of the Party. Creating a breakthrough development for the province in terms of socio-economic infrastructure system and administrative reform. People's lives are constantly improving. Quang Ninh is the province that has continuously maintained double-digit economic growth for 9 consecutive years from 2015-2023. For 6 consecutive years (2017-2022), Quang Ninh has held the top position in the PCI Index; in 2022, Quang Ninh set a record as the only locality in the country to simultaneously lead all 4 important indexes reflecting administrative reform and improving the investment and business environment.
- In the coming time, what tasks will the Provincial Party Committee focus on, comrade?
+ In the coming time, the Party Committee will continue to thoroughly grasp, propagate and effectively implement the directives, resolutions and conclusions of the Central Committee and the province; improve the quality of political and ideological education; strengthen the Party Committee's political theory training; combine political theory education with legal education, revolutionary ethics education, build cultural standards for cadres and civil servants; and culture in agencies and organizations.
The Party Committee also improved the quality of grassroots Party organization activities, focusing on building "4-good Party cells, 4-good grassroots Party organizations"; continued administrative reform, applied information technology, innovated working methods, styles, and procedures of Party committees and organizations at all levels; promoted the development of new Party members, ensuring quality and quantity.
At the same time, raise awareness and responsibility of Party committees, Party secretaries and Party organizations in information and propaganda work and effectively carry out inspection, supervision and Party discipline enforcement.
The Party Committee will also direct Party committees at all levels to closely coordinate with professional leaders to effectively implement political and professional tasks of agencies, units and sectors, contributing to the successful implementation of common political tasks in the province.
