On the morning of April 23, Comrade Quan Minh Cuong, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, Head of the Steering Committee (SC) of the Dong Dang (Lang Son) - Tra Linh (Cao Bang) Expressway Project (SEP) chaired a meeting to assess progress and deploy a number of key tasks in the coming time.

Attending the meeting were comrades: Trieu Dinh Le, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Hoang Xuan Anh, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; comrades Deputy Heads of the Steering Committee; members of the Steering Committee; Steering Committee's support team; a number of related units and localities; representatives of Deo Ca Group Joint Stock Company.

The total investment of the Dong Dang - Tra Linh Expressway Project in phase 1 is 14,114 billion VND. The structure of the State budget capital participating in the Project is 9,800 billion VND, of which the central budget capital is 5,720 billion VND and the local budget capital is 4,080 billion VND. The payback period is 22 years and 4 months.

According to the technical design documents of the project approved by the project enterprise (the investor), there are about 825.91 hectares of land to be recovered. Up to now, localities have handed over the site to investors for construction implementation, reaching 95.02%, of which Cao Bang province handed over 354.74/367.5 hectares, reaching 96.53%; Lang Son province handed over 430.01/458.41 hectares, reaching 93.80%. The units have completed the clearance of bombs, mines and explosives on the route for the land clearance boundary (GPMB) according to the feasibility study report (FS); currently implementing additional bomb and mine clearance for the GPMB boundary according to the technical design documents.

Construction implementation process Moving power lines in the two provinces, the units are moving priority locations according to the proposal of the project enterprise; for medium and low voltage lines, the relocation part according to the FS profile has been basically completed; for high voltage lines, waiting for power cut to transfer the grid, the transfer of the grid does not affect the project construction progress. Cao Bang province has completed the conversion of forest use purposes for the area according to the approved policy and the additional adjusted area according to the technical design boundary. The material mines in the two provinces basically meet the demand. Construction units are making the most of on-site stone materials, from foundation excavation and tunneling to produce common construction materials. The project enterprise has signed contracts for construction packages EC01, EC02, EPC. Investors, project enterprises, and construction contractors mobilized 1,125 pieces of equipment, machinery and more than 2,000 personnel to simultaneously carry out construction on the entire route. The total output of the packages implemented to date has reached over 2,400 billion VND, reaching 23.96% of the contract value.

At the meeting, delegates focused on discussing issues such as construction progress; difficulties and obstacles in the implementation process; plans for building rest stops; some key tasks to implement the project phase 2...

Concluding the meeting, Secretary of the Provincial Party Committee Quan Minh Cuong acknowledged the efforts of departments, branches, localities and enterprises in removing difficulties and obstacles; the tasks of implementing the project have so far achieved the goals set by the Prime Minister. At the same time, he affirmed: this is not only a national key project but also a symbol of the aspiration to rise up, a commitment of the province to the Government. Therefore, it requires the entire political system to have high determination, requesting units and localities to make every effort, uphold responsibility, with the spirit of "only discuss doing, not discuss backing down" to ensure the necessary conditions for the project enterprises to implement construction on schedule.

The Department of Construction presides over and coordinates with relevant units to thoroughly handle the local shortage of construction materials; review and advise on plans to increase capacity and supplement material mines for construction. The Department of Finance proactively works with central ministries and branches to promptly supplement the remaining budget capital for the project (nearly 2,000 billion VND). The Department of Agriculture and Environment continues to guide and coordinate to resolve issues related to the conversion of forest land use purposes, waste disposal sites, and environmental protection during construction. The Provincial Traffic Project Management Board plays a focal role, urges progress, and promptly resolves arising problems. The project enterprise promptly completes capital mobilization in accordance with the signed contract; quickly completes the adjusted technical design documents to carry out procedures according to regulations. Construction contractors increase construction teams; increase human resources, machinery, and modern equipment; Organize construction in "3 shifts, 4 teams", make the most of favorable weather, prioritize construction at critical points of the project..., ensure the goal of technical route clearance in 2025 according to the direction of the Prime Minister.

Members of the Provincial Steering Committee continue to pay close attention to the project; build a scientific and effective work plan with the motto "5 clear" (clear people, clear work, clear progress, clear results, clear responsibilities).

For phase 2, the Provincial People's Committee was assigned to coordinate with relevant agencies to urgently prepare the procedures for appointing the contractor for Deo Ca Group (under the PPP method) to start construction on September 2. The relevant agencies proactively advised on preparing capital for phase 2; coordinated with contractors to search for material mines and waste dumps to be ready to start construction immediately after the groundbreaking ceremony.

Regarding the Dong Dang - Tra Linh expressway connection route and the City, it is necessary to comply with the Prime Minister's direction and proactively work with the Ministry of Finance to seek credit sources. The expressway connection routes with the City and Ta Lung border gate must ensure synchronization and effective exploitation. Review the work contents of phase 2. If it can be implemented in phase 1, proceed immediately to promote investment efficiency and avoid wasting resources. During the project implementation process, it is necessary to pay attention to the lives of ethnic minorities living in the areas where the project passes through, quickly stabilize their lives after resettlement and ensure social security.
