Great potential for night tourism
In recent times, Hanoi has paid great attention to the night economy and has implemented many cultural and night tourism activities. The city has organized walking streets - night markets on weekends in Hoan Kiem, Ba Dinh, Tay Ho districts; allowed some bars and restaurants in the Old Quarter to open until 2am... Some businesses have combined with destinations to organize night tours at Hoa Lo Prison Relics, Temple of Literature - Quoc Tu Giam, Thang Long Imperial Citadel, Hanoi Literature Museum...
In early 2024, the Hanoi Department of Tourism held a launching ceremony for 15 Hanoi night tourism products, an event in a series of activities to orient the development of night tourism products in the city, aiming to promote the advantages of night services.
The new night tourism products put into operation in Hanoi have brought good news to the capital's tourism when there are more attractive tourism products, helping to extend the length of stay and increase the average spending per capita of tourists. However, in reality, these tourism products still have many limitations, there is no unified regulation to organize, attract and retain tourists to enjoy nightlife.
In particular, the Politburo issued Conclusion No. 80-KL/TU on the Hanoi Capital Planning for the 2021-2030 period, with a vision to 2050, requiring Hanoi to “research and develop specific night-time economic models for each region, building Hanoi into a safe, vibrant, attractive, unique destination with a night-time economic brand, meeting the needs of people and tourists, with higher competitiveness than other domestic and international destinations”.
Some experts believe that this conclusion has great significance, both as an opportunity and as a driving force for Hanoi to find solutions to exploit the potential of night tourism, contributing to socio-economic development. At the same time, it demonstrates unity in policy, is a "compass" for the policy-making process, and moves towards specific implementation steps to develop the night economy in accordance with the conditions, characteristics, and resources unique to the capital.
According to Ms. Dang Huong Giang, Director of Hanoi Department of Tourism, developing night tourism is one of the key activities that the City pays special attention to and has directed the development of this type of economy to become an indispensable part of socio-economic development. After the pedestrian space in the Hoan Kiem Lake area and surrounding areas was piloted since September 2016, Hanoi now has 4 more pedestrian streets: Trinh Cong Son pedestrian street, Tay Ho district; Son Tay Ancient Citadel pedestrian street, Son Tay town; Ngoc Dao - Ngu Xa culinary and walking street, Ba Dinh district; Tran Nhan Tong pedestrian street and surrounding areas, Hai Ba Trung district.
Although Hanoi's night tourism has grown recently, it has not really made a breakthrough. The services are not really rich, not enough to meet the needs of tourists. In fact, the demand for tourists to use entertainment services, enjoy art at night is very large, not just hanging around the walking street, night market, karaoke bar or snacking. Tourism revenue and spending of tourists in Hanoi are still low because there is still a gap in exploiting services after 24 hours.
Ms. Dang Huong Giang said that the main reason is the lack of mechanisms and policies to attract investment in night tourism products, and the lack of space planning to build separate night tourism complexes.

Take the opportunity to break out
According to experts, when properly managed and scaled, night tourism can bring many economic, social and environmental benefits. In fact, there is still much potential that Hanoi has not fully exploited and needs more attention.
Providing solutions, Mr. Pham Hai Quynh, Director of the Asian Tourism Development Institute, Chairman of the Vietnam Community Tourism Association, affirmed that in order to exploit the potential of night tourism, Hanoi needs to proactively review policies and legal frameworks related to night-time economic development. Accordingly, the policy mechanism for night-time economic development and management must be built on the basis of clarifying the current status, causes, obstacles and advantages of the night-time economy in Hanoi. From there, individuals and businesses can be encouraged to participate in investment and development. In particular, focusing on regulations on operating areas; priority products for night-time development; operating hours; operating licenses; operating standards of enterprises and individual business households participating in the night-time economy...
At the same time, research and evaluate the interaction between night tourism development policies and other new and modern economic models and activities to have comprehensive and synchronous solutions. Hanoi needs to research and build a night tourism development model suitable to the advantages and practical conditions in the locality.
In addition, it is necessary to strengthen management, patrol, control and grasp the situation to prevent the emergence of complex security and order hotspots. To build and develop night tourism, it is necessary to have a synchronous infrastructure foundation. The enhancement of street lighting and security assurance are absolutely decisive for the development of the night economy. In addition, strong promotion and marketing are also important factors for the development of night tourism.
Many tourism experts expect that promoting the development of night tourism products will help Hanoi become a successful locality in developing night tours. Expressing his opinion, Mr. Phung Quang Thang, Vice President of the Vietnam Tourism Association, said that the night economy brings many benefits, but also faces other potential risks such as security issues, traffic safety, noise pollution, waste, and pressure on providing essential infrastructure systems.
Along with that are issues of hygiene, food safety, quality control of goods, origin of goods, prices of goods... Therefore, Mr. Thang believes that the most important thing is to have appropriate policies and mechanisms specific to night-time economic activities. From there, Hanoi can build specific tourism products such as cultural tourism, night-time culinary tourism, shopping tourism. Currently, the area that can focus on the night-time economy is Hanoi's Old Quarter. Here, it is possible to build some specific night-time experience tours combined with culinary tours to attract visitors.
Director of Hanoi Department of Tourism Dang Huong Giang said that in the plan to build and develop night tourism products in the city, Hanoi Department of Tourism will conduct a survey on the potential for night economic development in some districts, towns and cities. On that basis, select and build night tourism products suitable to the advantages and practical conditions in each locality. Hanoi will focus on resources that can be exploited immediately such as activities of relics, art forms and cuisine.
With the active activities of night tourism product creation units, Hanoi is expected to be one of the localities that successfully build a model for developing night tourism products, making night tourism a key product to develop the night economy in Hanoi. Through that, it helps Hanoi tourism affirm its brand and enhance the competitiveness of tourist destinations, increase visitor attraction, increase spending and extend the length of stay of domestic and international tourists when coming to Hanoi Capital.

Re-enacting Hanoi during the subsidy periodContinuing to affirm Hanoi's position as a safe and attractive tourist destination, the Hanoi Department of Tourism presided over and coordinated with the People's Committee of Ba Dinh District to organize the Hanoi night tourism promotion program 2024, announce and award the decision to recognize the city-level tourist destination and traditional occupation in Ba Dinh District, and launch the tourism product of Metro Line No. 6 at Ngoc Ngu Xa Island. Accordingly, the opening ceremony of the Hanoi Night 2024 tourism product promotion program and the announcement of the Decision to recognize 3 tourist destinations: Quan Thanh Temple, Voi Phuc Temple and Ngoc - Truc Bach Island, Ba Dinh District, and the inauguration of the Metro Line 6 tourism product took place on the evening of November 29. The program promises to bring an interesting experience with inspiration from the subsidy period, recreating the daily life of people during this historical period. For the first time in Hanoi, the entire event space will be set up like a film studio with the backdrop of a neighborhood with tram cars, department stores, etc., helping visitors to return to the memories of one of the special periods of the country. Coming to the event, visitors will be able to visit and experience unique art activities; enjoy rich cuisine and stories imbued with Hanoi. |
