Assessment of the implementation of laws and resolutions of the 15th National Assembly

The conference listened to the Government's Summary Report on the implementation of laws and resolutions of the National Assembly passed from the beginning of the 15th tenure to before the 5th session; the preparation work and implementation plan of laws and resolutions passed by the National Assembly at the 5th session; the implementation of laws, resolutions, and law and ordinance-making programs passed by the National Assembly at the 5th session.

Delegates focused on assessing the implementation of 23 laws and 28 resolutions passed by the National Assembly since the beginning of the 15th term ; implementing the Law and Ordinance Development Program for the last months of 2023 and 2024. Accordingly, the tasks for the last 6 months of 2023 and 2024 are relatively heavy : The number of draft laws and resolutions of the Government to be developed and submitted to the National Assembly and the National Assembly Standing Committee is 25 projects; continue to review and research to propose additions to the draft law and resolution programs to promptly institutionalize the Party's policies and guidelines, meeting emerging practical requirements.

Representatives of ministries , branches and localities discussed and gave opinions on the implementation of laws and resolutions of the National Assembly ; important contents with great impact and of public interest; difficulties and problems that need to be resolved such as: Implementation of the National Master Plan for the period 2021 - 2030, with a vision to 2050; organization of online court sessions; piloting a model of organizing vocational training and labor activities for prisoners outside prisons; piloting auctions of car license plates; piloting a number of specific mechanisms and policies for development in Ho Chi Minh City and Can Tho City; implementation of the Law on Medical Examination and Treatment , Law on Insurance Business; preparation for implementation of the Law on Bidding, Law on Cooperatives, Law on amending and supplementing a number of articles of the Law on People's Public Security, etc.

Speaking at the conference , National Assembly Chairman Vuong Dinh Hue highly appreciated the reports and discussions at the conference which were carefully, elaborately and qualitatively prepared by ministries , branches and localities. The quality of laws and resolutions has been improved and there have been contributions from ministries , branches at the central and local levels and the people. At the same time, the National Assembly Chairman also pointed out the limitations in the implementation of laws and resolutions such as: The implementation of some laws and resolutions is still slow and unplanned; the situation of debt and slow issuance of documents detailing the implementation of laws and resolutions; some issued documents have not ensured quality and have not brought high efficiency. These limitations are caused by the lack of drastic participation of some units and localities, especially leaders. In the coming time, units, ministries , branches and localities will promote the achieved results, overcome limitations, and focus on implementing well the following key tasks: Localities continue to thoroughly and comprehensively grasp the laws and resolutions of the National Assembly; the Government will promote its role in implementing the Constitution and laws, promptly deploying the laws and draft laws that have been passed; strengthen the dissemination and education of law, especially in remote and isolated areas; focus on researching, developing and promulgating 82 documents detailing the laws and resolutions of the National Assembly; overcome the situation of shirking responsibility of civil servants, and promote administrative reform .
