"Skillful mass mobilization" in the Party Committee of the Provincial Agencies and Enterprises Bloc

With specific and practical models associated with professional tasks, the emulation movement "Skillful Mass Mobilization" in the Party Committee of the Provincial Agencies and Enterprises has created a spreading force, adding new motivation for units in the Party Committee to successfully complete assigned tasks.

One of the typical units in the "Skillful Mass Mobilization" movement in the Party Committee of the Provincial Agencies and Enterprises is the Provincial Tax Department Party Committee. Implementing the emulation movement "Skillful Mass Mobilization" for the period 2021 - 2025, the Provincial Tax Department Party Committee has led and directed its branches, party committees, and affiliated units to deploy for collectives and individuals to register and implement "Skillful Mass Mobilization" models in many fields. Among the registered models, the model "Mobilizing taxpayers to honestly declare real estate transfer transaction prices to prevent state budget losses in the field of real estate business activities in Binh Thuan province" stands out due to the effectiveness that the model has brought.

That is, through the process of implementing the model, by September 2023, the total number of real estate transfer records resolved was 35,114 records; the amount of personal income tax payable was over 170 billion VND. After 2 years of implementation (2022, 2023), there was an increase of 32,951 records, corresponding to the amount of personal income tax payable of over 150 billion VND. Thereby, it has contributed to helping the enforcement of tax laws in real estate transfer activities in the province gradually become routine, ensuring fairness, rights and interests of taxpayers, preventing tax losses; ensuring correct and sufficient collection of state budget revenues; at the same time, raising awareness and business ethics, including the responsibility to implement tax policies and laws; helping taxpayers comply with the provisions of the law in complying with the Law on Tax Administration.

To effectively implement the above model, the Provincial Tax Department Party Committee has proposed many solutions, focusing on reviewing, evaluating and classifying real estate transfer records with signs of risk through suspicious signs; coordinating with local authorities to implement management measures to prevent revenue loss in the fields of business, real estate transfer, project transfer... In particular, the Tax Department has issued documents or open letters to organizations and individuals operating as brokers, with real estate transfer activities in Binh Thuan province to recommend that taxpayers when there are real estate purchase and sale transactions, transfer transactions need to seriously and honestly declare the real estate transfer price on the purchase and sale contract, transfer according to the actual transaction price. This approach aims to protect the rights of buyers and sellers; Avoid legal risks with tax authorities, authorities as well as when disputes and lawsuits arise due to inaccurate and dishonest declaration of real estate transfer prices.

With efforts and focused leadership in implementing the "Skilled Mass Mobilization" model, in 2023, the model of the Tax Department Party Committee was recognized by the Standing Committee of the Party Committee of the Bloc as a "Skilled Mass Mobilization" model at the Party Committee of the Bloc level and the Provincial Party Committee's Mass Mobilization Board recognized the "Skilled Mass Mobilization" model at the provincial level.

Currently, the Party Committee of the Bloc has 78 grassroots party organizations, including 35 administrative agencies and public service units; 22 party blocs, unions and associations; and 21 enterprises, with a total of more than 5,350 party members.

In the period of 2021-2023, grassroots Party cells and committees have registered to build 211 "Skillful Mass Mobilization" models of 195 collectives and 16 individuals; accordingly, 29 grassroots Party cells and committees have recognized 104 collective models and 7 individual models. The Standing Committee of the Party Committee of the Bloc has recognized 55 collective models of 51 grassroots Party cells and committees as grassroots models (of which, there are 19 models at the Party Committee level of the Bloc); recognized 13 collective models and 1 individual model of 14 branches and committees directly under the grassroots Party Committee as Bloc Party Committee level models; at the same time, proposed the Provincial Party Committee's Mass Mobilization Board to consider and recognize 6 provincial-level models and 4 models have been recognized at the provincial level. In general, the models participating in the implementation have been effective and practical. Thereby contributing to the successful completion of assigned political tasks, proposed production and business plans and the successful implementation of patriotic emulation movements; building clean and strong agencies, units, enterprises and party organizations; creating consensus and support from all levels, sectors and localities and spreading among the people, actively contributing to the socio-economic development of the province.

However, in the process of implementing the emulation movement "Skilled Mass Mobilization" in the Party Committee of the Provincial Agencies and Enterprises, there are still many difficulties and limitations. That is, the registration of the "Skilled Mass Mobilization" model at the Party Committees of branches and Party Committees is still limited; some models only stop at the registration step. The selection and construction of the "Skilled Mass Mobilization" model in some places are not specific and clear, so the effectiveness is not high. In particular, some branches and grassroots Party Committees have not paid attention to directing and monitoring the subordinate Party Committees, departments, offices, professional units, and mass organizations at the agency to register the "Skilled Mass Mobilization" model and implement it.

In the next step, the Party Committee of the Provincial Agencies and Enterprises Bloc continues to lead and direct Party committees and organizations to thoroughly grasp and propagate documents of the Central, the province, and the Standing Committee of the Party Committee of the Bloc on the emulation movement "Skillful Mass Mobilization" for the period 2021-2025. Propagating to raise awareness and responsibility of Party committees, cadres, Party members, union members, association members, and the masses in implementing the emulation movement "Skillful Mass Mobilization" associated with studying and following the ideology, morality, and style of Ho Chi Minh, the political tasks of agencies, units, and production and business tasks of enterprises. In addition, regularly inspect and urge the implementation, propose to commend and reward collectives and individuals with outstanding achievements in participating in the emulation movement "Skillful Mass Mobilization". Promote mastery and create conditions for cadres, party members, union members, association members, and the masses to actively participate in building the Party, government, and organizations to become increasingly stronger.
