Dam Ha actively prepares for party congresses at all levels

With high determination, the Dam Ha District Party Committee is actively preparing for the Party Congresses at all levels for the 2025-2030 term. This important political event not only marks a new development stage of the District Party Committee, but also contributes to the overall success of the 16th Provincial Party Congress.

The Dam Ha District Party Committee currently has 34 branches and grassroots party committees; 157 party committees directly under the grassroots party committees, with a total of 2,473 party members. The District Party Congress is expected to take place in late July and early August 2025. Previously, the party committees directly under the grassroots party committees held their congresses from January and completed before February 28, 2025; the congresses of the branches and grassroots party committees will be completed in May 2025.

In order to organize the congress successfully, the District Party Committee has developed a plan to organize party congresses at all levels within the Party Committee. At the same time, it established 4 subcommittees (Documents Subcommittee, Personnel Subcommittee, Propaganda - Celebration Subcommittee, Organization - Service Subcommittee), clearly assigning people, tasks, and contents of implementation of each part of the work, especially the work of reviewing and selecting personnel to be elected to the Party Committee and preparing documents to be presented at the congress.

With a spirit of urgency, seriousness and responsibility, the subcommittees, together with the advisory and support agencies of the Party Committee, proactively implemented tasks such as: Developing plans, drafting outlines and document contents, preparing personnel plans, propaganda work, and congress service work...

Comrade Vu Quoc Hung, Head of the Organizing Committee of Dam Ha District Party Committee, said: Implementing the direction on reviewing the team of leaders and managers under the management of the Standing Committee of the District Party Committee, district-level and grassroots Party Committee members, Party cell secretaries, village, hamlet and neighborhood heads, the Organizing Committee of the District Party Committee has coordinated with the District Internal Affairs Department to directly work with the Party Committees of communes and towns. In particular, focusing on reviewing the team of Party cell secretaries, village, hamlet and neighborhood heads to prepare personnel to introduce for election of village, hamlet and neighborhood heads for the 2025-2027 term, personnel for congresses of Party cells of villages, hamlets and neighborhoods for the 2025-2027 term, with the goal of improving the quality of education, expertise, political theory, and rejuvenating the team of Party cell secretaries who are also village, hamlet and neighborhood heads.

Currently, the Personnel Subcommittee is also actively reviewing and concluding on political standards for those recommended to join the district and grassroots Party Committees for the 2025-2030 term; reviewing and determining the responsibilities (if any) of the personnel recommended to join the Party Committees and Inspection Committees of the district and grassroots Party Committees for the 2025-2030 term in the conclusions of inspections, audits, investigations, or cases and incidents that the competent authorities have reviewed and concluded within the past 10 years and the results of handling complaints and denunciations (if any).

Regarding the documents submitted to the Party Congresses at all levels, Dam Ha District has completed the preliminary outline and urgently developed the detailed outline. The District also established an inspection team to work with all branches and grassroots Party Committees on the implementation of the Resolution of the 25th District Party Congress. From there, comprehensively, objectively and honestly assess the situation, achieved results, advantages, disadvantages, limitations, causes and lessons learned; forecast the situation to propose directions, tasks, goals, targets and feasible solutions for the 2025-2030 term.

In order to help units take the initiative in time and plan to prepare steps and stages, especially personnel work, documents and complete the organization of congresses of affiliated Party cells, the Standing Committee of Dam Ha District Party Committee unanimously selected the Party Committee of Dam Ha Commune and the Party Cell of the Movement Block to organize the model congress for the 2025-2030 term. Currently, the preparation stages are being actively carried out by the two Party cells and Party Committees.

Comrade Hoang My Linh, Secretary of the Party Committee of Dam Ha Commune (Dam Ha District) said: The Party Committee of the commune has organized extended conferences to disseminate to the Party cells and Party members the directives and instructions of the Central, the province, the district and the commune on grassroots Party congresses. The 4 established sub-committees have started working according to their assigned tasks. The Party Committee of the commune also selected 1 village Party cell and 1 school Party cell to organize a model congress in January 2025. At the same time, it assigned and assigned responsibilities to the members of the Party Executive Committee of the commune to be in charge of these 2 model Party cells and the remaining 11 Party cells, regularly closely monitoring, directing and promptly resolving difficulties and obstacles at the grassroots level.

In preparation for the 18th Party Congress of the commune for the 2025-2030 term, Dam Ha commune has reviewed the results of implementing the targets and tasks that have been carried out over the past 5 years. Up to now, the commune has achieved and progressed on 20/21 main targets according to the Resolution of the Party Congress of the commune for the 2020-2025 term. Notable results include achieving the criteria of advanced NTM, the first model NTM of the district; per capita income increased compared to the previous term, there are many economic models in the fields of aquaculture and agriculture that are effective; preserving and promoting traditional culture, especially Nha To singing, Cua Dinh singing... Regarding personnel, the Party Committee of the commune is reviewing the planning of the commune Party Committee for the 2025-2030 term to select the most outstanding and representative people to prepare to develop a personnel plan to submit to the congress.

Up to this point, the branches and grassroots party committees under the Dam Ha District Party Committee in general are urgently making comprehensive preparations for the Party Congresses at all levels. Along with continuing to solicit opinions and complete draft documents; reviewing and completing steps and procedures for congress personnel... Party committees at all levels in the district are focusing on promoting information and propaganda work on the results of implementing resolutions of Party Congresses at all levels in the area; launching emulation movements among cadres, party members and people of all walks of life; striving to complete and exceed the targets set by resolutions of Party Congresses at all levels, first of all, successfully completing socio-economic targets in the area in 2024, creating a premise for the district to accelerate the completion of targets for the entire 2020-2025 term.
