Ha Dam soon handed over the sea area for aquaculture

Dam Ha has a long coastline, a wide sea surface and tidal flats, favorable for aquaculture development. In recent years, Dam Ha district has promoted development.   Aquaculture brings high economic efficiency. However, the allocation of water surface to collectives and households for aquaculture in the district is still slow. Voters requested the province and district to remove difficulties and speed up the progress of sea area allocation.

Implementing Directive No. 13, dated August 10, 2021 of the Provincial Party Standing Committee on strengthening the management and sustainable development of aquaculture in Quang Ninh province, the district has recently completed the conversion of 100% of foam buoys used in aquaculture cages to environmentally friendly materials. However, the implementation of licensing procedures for aquaculture at sea and the allocation of aquaculture sea areas according to the guidance of the competent authorities is currently facing difficulties.

Tan Lap Commune was approved by the People's Committee of Dam Ha District for a total of 10 farming locations with a total area of ​​356.33 hectares. Accordingly, the People's Committee of the Commune guided the establishment of 5 cooperatives in the commune. At the same time, the People's Committee of the Commune organized a lottery for the area to request the transfer of the sea area to the cooperatives, the cooperatives themselves organized a lottery for the farming plots for the cooperative members under the witness of the People's Committee of the Commune.

Mr. To Quoc Thinh, a member of Thang Loi Aquaculture and Exploitation Service Cooperative (Thang Loi Cooperative), is one of the households with many years of experience in raising fish in cages. He currently has 20 cages for raising grouper, of which about 6 cages can be sold during the upcoming Lunar New Year. According to Mr. Thinh's calculations, with 6 tons of grouper, his family will earn several hundred million VND. The economic efficiency is clear, so he and the members of Thang Loi Cooperative all hope to soon be granted a license for aquaculture at sea. Mr. Thinh said: The allocation of sea water is very necessary for us to have a basis for peace of mind in production as well as expanding investment.

It is known that in the past time, the People's Committee of Tan Lap commune and the consulting unit have guided the completion of the procedures and documents. Up to now, Thang Loi Cooperative and 4 other cooperatives in Tan Lap commune have established legal entities to prepare documents to request the transfer of the sea area. At the same time, they have prepared documents, signed contracts for environmental impact assessment and closed-corner diagrams of the area to be transferred. However, up to now, the cooperatives are still waiting. Mr. Bui Xuan Son, Director of Thang Loi Cooperative, said: We really hope that the State will soon hand over the sea area so that farmers can raise and cultivate more conveniently. In particular, if a natural disaster occurs that affects the farming area, there will be a basis for State support.

According to statistics in Dam Ha district, up to now, there are a total of 11 cooperatives with the need to produce aquaculture at sea with 948.37 hectares, mainly raising oysters and sea fish. Accordingly, these 11 cooperatives have drawn lots, assigned farming locations to members and signed contracts with consulting units to prepare environmental impact assessment dossiers. Of which, 3 cooperatives have submitted dossiers for appraisal of environmental impact assessment reports at the Provincial Public Administration Service Center and have been appraised and notified to these 3 cooperatives; 2/5 cooperatives have submitted dossiers for licensing aquaculture at sea. However, up to this point, Dam Ha district has not yet assigned the sea area to any cooperative. Ms. Hoang Thi Phuong Thao, Head of the Department of Natural Resources and Environment of Dam Ha district, said: In the coming time, we hope that the Provincial People's Committee and departments and branches will pay attention to guiding cooperatives, households and individuals to complete procedures for handing over sea areas to help people quickly restore the aquaculture industry due to the impact of the recent storm No. 3.
