Huge waste of assets
Dak Nong currently has many public assets that are being wasted. Among them, many agency headquarters and public service units have been abandoned for many years after merging and streamlining the apparatus.
Walking around Gia Nghia City, Dak Mil District or other areas, it is not difficult to see abandoned and seriously degraded headquarters. Among these, there are many headquarters located in "golden land" locations, very favorable. Valuable assets are being abandoned, causing a huge waste of resources.
According to the Dak Nong Department of Finance, the province currently has 1,431 houses and land. Of these, 1,386 are retained for use; 4 are temporarily retained for continued use; 7 have been recovered; 30 have sold assets on land and transferred land use rights; 7 have been transferred to local authorities for management and handling; 1 has been transferred.
Through a recent review by the Department of Finance, out of a total of 30 establishments selling assets on land and transferring land use rights, the units completed the auction and transfer of 14 establishments.
The remaining 16 facilities are currently not yet able to be sold or converted to other uses, so they are left empty. In addition, in the province, there are dozens of agencies, headquarters and many plots of land that have not been auctioned, arranged for use or have not been used effectively.
Deputy Director of the Department of Finance Nguyen Van Pho affirmed that most of the public assets after the arrangement are under the management of the Provincial People's Committee. In which, the Department of Finance is the presiding and advisory agency.
During the management process, some housing and land facilities were advised by the Department of Finance to be transferred to local districts and cities for management.
“For a long time, the management of this asset has been largely the responsibility of the Department of Finance. However, effectively using this public asset is a problem. Because, at present, the auction and conversion of the purpose of use of houses and land are still facing many difficulties,” Mr. Pho shared.
Mr. Pho analyzed that most public assets have not been auctioned because of urban planning and land use planning. For example, in Dak Mil district, there are two headquarters: the old Tax Department and the old Dak Mil District General Hospital.
Both of these old facilities are centrally located and very beautiful, but due to planning issues, the relevant procedures for auction have not been completed.
Meanwhile, to change the purpose of public assets, it is necessary to re-approve the land use purpose, adjust the planning and a series of other procedures.
Not to mention, recently the real estate market has been sluggish, making it difficult to sell and transfer. It is difficult to determine the selling price of public assets, leading to difficulty in finding a valuation agency.
Detailed regulations and guidelines for the implementation of the Law on Management and Use of Public Assets are incomplete and slow to be revised and supplemented. The valuation of land at the starting point of auctions still has shortcomings due to the function, value of use, and location of the headquarters not being suitable for the purpose of use...
All of these factors lead to ineffective management, use and disposal of public assets, causing huge waste of resources, especially budget revenue.
Currently, although there are no specific statistics or reviews, according to the Department of Finance, the number of public assets being left unused and wasted in Dak Nong is very large, affecting the province's budget revenue and development resources.
Dak Nong proactively intervenes to handle the situation
According to the Department of Finance, in recent years, the unit has coordinated with units and localities to advise the Provincial People's Committee to approve plans for arranging, managing and using public assets in the province.
To combat waste in the use of public assets, most recently, the Dak Nong Provincial People's Committee issued Official Dispatch 7053 dated November 18, 2024, directing the strengthening of public asset management. On November 21, 2024, the Provincial People's Committee continued to issue Official Dispatch 7149 directing the strengthening of public asset management.
The Department of Finance has now issued an official dispatch requesting agencies, units, and localities to review and report on the results of public assets under their management, but not used, used ineffectively, or used for the wrong purposes. In particular, the units focus on headquarters and office buildings after the implementation of the arrangement and streamlining of administrative units.
After the review results, the Department of Finance will advise the Provincial People's Committee to propose plans and measures to effectively arrange the exploitation of public works and assets.
In case of exceeding authority, localities and units will promptly review and report clearly the content and regulations of the problem and propose solutions. The responsible agency will resolve and the competent authority will decide.
The Provincial People's Committee has assigned the Department of Finance to coordinate with the Department of Construction to guide and urge units to synthesize, classify and propose solutions to handle abandoned constructions.
The Department of Home Affairs shall preside over and coordinate with the Department of Planning and Investment and the Department of Finance to advise and propose to the Provincial People's Committee to consider and handle the responsibilities of relevant organizations and individuals when leaving headquarters and offices unused or used ineffectively.
Regarding the management and use of public assets, at the November meeting of the Provincial People's Committee members, held on November 19, 2024, Deputy Secretary of the Provincial Party Committee, Chairman of the Dak Nong Provincial People's Committee Ho Van Muoi emphasized that the Department of Finance should coordinate with the Department of Planning and Investment to immediately review. Any projects and works that are still wasteful, Dak Nong must be one step ahead to handle.
“We must have a roadmap. Departments, branches and localities must act immediately to report to the authorities for a solution. Do not wait until the Central Government has a document before starting to implement. Localities must review wasteful public investment projects and report to the Provincial People's Committee immediately. Any locality that has shortcomings and discovers them during inspection must take full responsibility,” Chairman of the Provincial People's Committee Ho Van Muoi directed.
