In order to enhance the exploitation of resources from public assets, the Provincial People's Committee requested the District People's Committee to review all public assets in the area, classifying them according to the following cases: unused; ineffective use; and improper use.
In particular, for housing and land facilities subject to recovery according to the provisions of the law on land, the recovery and handling of land and assets attached to land shall be carried out according to the provisions of the law on land; rearrangement and handling shall not be carried out according to the provisions of the law on management and use of public assets.
For assets that have not yet been decided on for disposal, local authorities must promptly review the list of assets to decide on the form of disposal according to their authority or report to competent authorities for disposal according to regulations, to avoid waste or loss of state assets.
For assets that have been decided to be handled, the organization must comply with regulations, paying special attention to the handover and receipt of assets that have been decided to be recovered, transferred, or relocated.
For houses and land facilities with decisions to recover and transfer to local management and handling, the District People's Committee shall promptly receive, prepare, approve, and organize the implementation of handling and exploitation plans in accordance with relevant laws.
The Provincial People's Committee assigned the Departments of Labor, Invalids and Social Affairs, Agriculture and Rural Development, Health and the Management Board of Economic Zones and Industrial Parks of the province to be responsible for reviewing the list of houses and land facilities under their management authority for handling or reporting to competent authorities for handling.
The Department of Natural Resources and Environment is responsible for handling according to its authority or guiding departments, branches, sectors, district-level People's Committees and relevant agencies and units to handle according to their authority; not allowing the situation of shirking responsibility or avoiding responsibility leading to slow handling, causing waste, loss, etc.
Departments, branches, localities and related agencies and units must report on the implementation results and progress of handling public assets to the Department of Finance before March 15 for synthesis and reporting to the Provincial People's Committee.
According to preliminary statistics, in Quang Nam, there are currently 388 houses and lands that are not used or are used inefficiently or are not used for the right purpose. Of these, 247 have been decided to be handled (66 have been completed, 181 have not been completed, and 141 have not been decided to be handled).
In addition, there are 13 public assets (not houses or land) that are not used, are used ineffectively, or are used for the wrong purpose, but there has been no decision on how to handle them.
