In 2024, the Department of Natural Resources and Environment (DONRE) issued 8 documents urging and guiding districts and cities to establish and adjust land use planning until 2030 and land use plans for 2025.
Dak Nong Provincial People's Committee has rectified the work of establishing and appraising land use plans for 2025 of districts and Gia Nghia City.
Up to now, none of the 8 district-level administrative units have submitted for appraisal and adjustment of land use planning.
Three out of eight district-level administrative units, namely Tuy Duc, Cu Jut, and Dak Mil, have submitted applications for appraisal of the 2025 land use plan. However, none of the localities have been approved by the Dak Nong Provincial People's Committee.
According to the Department of Natural Resources and Environment, the establishment and adjustment of land use planning and land use plans for 2025 face many difficulties.
The objective reason is the lack of guidance on implementing the 2024 Land Law (effective from August 1, 2024).
Although the planning of Dak Nong province has been approved by the Prime Minister in Decision 1757/QD-TTg dated December 30, 2023, the completion of the planning dossier has only just been completed.
Districts and cities have not been provided with provincial planning documents to review and adjust land use planning.
In recent times, the Dak Nong Provincial People's Committee has issued many guiding and urging documents. However, the People's Committees of districts and cities have not really paid attention and given strong direction in adjusting land use planning and making land use plans for 2025.
The leader of the Department of Planning and Investment said that the planning dossier of Dak Nong province has been completed according to the Prime Minister's approval decision. The Department is handing it over to localities for review and appropriate adjustment.
According to Vice Chairman of Dak Nong Provincial People's Committee Le Trong Yen, the adjustment of land use planning to 2030 of districts and cities is slow and passive. Localities are still lacking determination and are too cautious in the process of performing their tasks.
Currently, provincial planning documents are being handed over to districts and cities in many different formats. The Department of Planning and Investment needs to coordinate with consultants to guide the use of planning map documents for localities, ensuring consistency and efficiency.
Regarding land use planning, Vice Chairman of the Provincial People's Committee Le Trong Yen criticized districts and cities for being slow to implement the direction of the Provincial People's Committee.
Localities need to speed up progress and promptly submit land use plans to the Provincial People's Committee for approval to ensure that socio-economic activities take place smoothly, contributing to attracting investment and creating conditions for people to exercise their rights.
