On the morning of December 25, at Pacific Hotel, Hanoi, the Association of High-Tech Enterprises in Agriculture held its 3rd Term Congress (2024-2029). Deputy Minister of Home Affairs Vu Chien Thang represented the Ministry of Home Affairs to attend and speak at the Conference.
Attending the Congress of Term III (2024 - 2029) of the Association of High-Tech Enterprises in Agriculture were representatives of leaders of central and local agencies, all members of the Association and reporters from domestic newspapers and magazines.

Speaking at the opening of the Congress, Deputy Minister of Home Affairs Vu Chien Thang emphasized that this is an important event for businesses, entrepreneurs, investors, scientists, managers, manufacturers, processors, distributors and consumers of agricultural products and food using high technology in agriculture.
In its role as a state manager, the Ministry of Home Affairs recognizes that the Association of High-Tech Enterprises in Agriculture is a typical social-professional organization with positive influence on science and technology, on the social community and the agricultural economy associated with farmers, rural areas and workers.
The application of high technology in agriculture, commercialization of agricultural products and food, and improvement of economic value and quality of goods have ensured the interests and health of consumers while actively supporting member businesses in improving capacity, connecting, and enhancing cooperation opportunities in scientific and technical research and application of high technology with many countries in the region and the world.
Congress scene
During the past term, the Association has actively implemented activities according to the Charter, closely following the principles and purposes, gradually overcoming difficulties and challenges, uniting and attracting businesses and entrepreneurs to promote high-tech application activities in agriculture; consulting on investment connection, commercialization and related matters, being a reliable bridge between members and state management agencies. This activity of the Association has increasingly contributed positively to promoting sustainable development of the agricultural economy, expanding the market, developing agriculture towards good quality, high economic value, requiring joint efforts, contributions of effort and intelligence, including close links between the following parties: State - Managers - Scientists - Investors, producers, distributors, traders; supporting intermediaries and Export Market Developers, achieving high economic efficiency and good value in improving consumers' health; contributing to protecting ecological balance, safety and sustainable development... Up to now, the Association has gathered and developed 48 organizational members, attracting 120 honorary members who are equally enthusiastic and participate in the Association's activities.
The Association has been operating relatively effectively in connecting the community, meeting and exchanging between members with state management agencies, enterprises, scientists, investors, producers, traders, innovators and high-tech applications in the fields of agriculture, livestock, processing and consumption of products through training activities, providing information, seminars, conferences, workshops, training, disseminating professional and related knowledge, in which the most prominent activities are connecting, consulting and criticizing programs, projects, plans, strategies, policies, planning of the State, Resolutions of the Party on food security, on the fourth industrial revolution in the field of agriculture; coordinating with the Ministry of Agriculture and Rural Development, the Ministry of Science and Technology, the Ministry of Industry and Trade, the Ministry of Planning and Investment and a number of relevant ministries, branches, agencies and organizations to promote the development of economic models and rural agricultural development.
The Association has coordinated with state management agencies at the central and local levels, including ministries, departments, universities, centers, research institutes, enterprises, cooperatives, associations, unions, partners at home and abroad, expanding relationships with many foreign partners such as Israel, India, Australia, Thailand, the United States, Japan, etc. Thereby, gradually communicating and contributing to promoting and exchanging economics with many countries in the region and the world.
However, in the second term (2019-2024), the Association still has shortcomings and limitations as pointed out in the Summary Report at the Congress and needs to be overcome in the coming time such as: Organizing exchanges between members, developing new members, being more proactive in professional activities...

Deputy Minister Vu Chien Thang emphasized that it is the perseverance and dedication of the Association's Board of Directors, the attention and coordination of state management agencies; the support of experts, scientists, managers, businesses, investors, the media and the solidarity of organizations, businesses and members with the common goal of working towards a green, clean, quality and sustainable agricultural economy that has made the Association successful.
Within the framework of the Working Program of the Congress for the third term (2024-2029), the Association has a Report summarizing the activities of the second term and the direction of activities of the third term; Review report of the Executive Committee, Standing Committee, Inspection Committee of the second term; Moving forward, the Charter will be revised to update according to the provisions of Decree No. 126/2024/ND-CP dated October 8, 2024 of the Government regulating the organization, operation and management of the association; elect the Executive Committee and Inspection Committee.
According to the Personnel Plan, the Presidium has prepared and reported, members participated in giving opinions, delegates focused on discussion, promoted democracy, wisely selected people who are dedicated and responsible to the Association and member enterprises with production, business, and high-tech application to elect to the Executive Board, Inspection Board of the Association to lead the Association of Enterprises Applying High Technology in Agriculture to increasingly develop, successfully implement the programs, tasks, and resolutions set forth by the Congress. At the same time, promote the development of science and technology, and the application of high technology in agriculture, contributing to the socio-economic development of the country.
The Congress elected 172 official and honorary members. In the third term, the Executive Committee includes: 01 President; 03 Vice Presidents (01 permanent Vice President); 01 General Secretary; 04 Members. Of which, Dr. Dang Kim Son, former Director of the Institute of Policy and Strategy for Agriculture and Rural Development is the permanent President of the Association; Labor Hero Thai Huong, Founder, President of the Strategy Council of TH Group is the Vice President of the Association.
With the functions and tasks prescribed by law, Deputy Minister Vu Chien Thang affirmed that the Ministry of Home Affairs will always create conditions for the Association to organize and operate stably and develop in accordance with the provisions of law. The Deputy Minister suggested that after the Congress, the Association of High-Tech Enterprises in Agriculture should:
Stabilize the organization soon; perfect the organizational structure to meet the requirements and development tasks in the new term;
Promote and enhance the management and operation role of the Executive Committee and the Standing Committee, do a good job of gathering, uniting, and developing members, especially supporting member enterprises in research, application, production, and business activities to achieve increasingly high efficiency. Comply with the provisions of law related to the professional activities of the Association, organize and operate according to the Charter approved by the competent state management agency.
Review and complete the system of operating regulations of the Association: Operating regulations of the Executive Committee, Standing Committee and Inspection Committee, other internal regulations and rules of the Association according to the provisions of the law on associations and the Association's Charter; programs and plans of activities for each year and term.
Actively research and further strengthen consulting, criticism and policy making activities;
Expand domestic and international cooperation; closely coordinate with state management agencies, educational and training units, enterprises, experts, scientists, and research institutes to further promote professional activities in the field of high-tech application in agriculture and make practical contributions to science, technology, innovation, and the economy.
In the spirit of "Innovation - Action - Connection - Spreading creativity and development", the Deputy Minister believes that with the determination and orientation of the Association's activities in the coming term, along with the support and close connection of state management agencies, organizations, enterprises, especially the state management of the Ministry of Home Affairs and specialized management of the Ministry of Agriculture and Rural Development, the Ministry of Science and Technology, the Ministry of Industry and Trade, and the central and local ministries, departments, member enterprises will achieve more results, contributing intelligence, enthusiasm, and responsibility to the development of high-tech agriculture, commercialization to increase intellectual property, economy and health, the country's science, contributing to the successful implementation of the Science and Technology Development Strategy; Sustainable Agricultural and Rural Development Strategy for the period 2021-2030, vision 2050; Agricultural restructuring program, National target program on new rural construction.
