Delegates request clarification of responsibility for delay in Long Thanh airport project

Deputy Head of the Delegation Working Committee Ta Thi Yen requested to clarify the collective and individual responsibilities for slowing down the progress of the land recovery and compensation project to build Long Thanh airport (Dong Nai).

"The Prime Minister has repeatedly emphasized changing the mindset and approach to be worthy of a national key project. I and the voters really want to know how far the agencies have implemented the Prime Minister's instructions," Ms. Yen said when giving her opinion on the proposal to extend the land acquisition, compensation, support, and resettlement project of Long Thanh airport until the end of 2024, on the afternoon of October 27.

According to the 2017 National Assembly Resolution, the land reclamation project was to be implemented once and completed before 2021. However, the Government has now proposed to extend it by three years. She shared with the Government that when the project was implemented during the Covid-19 pandemic, "but the Prime Minister repeatedly came to the construction site to urge and the delay of three years is very alarming."

Due to slow progress, the State Treasury stopped disbursing the project for the 2017-2021 fiscal year. This made the female delegate wonder how the investor would work with government agencies to resolve this issue?

Agreeing with the proposal to extend the project implementation period to reclaim all 5,000 hectares of land for Long Thanh airport, Ms. Yen requested that the authorities specifically explain the responsibilities of individuals and organizations involved in the implementation to ensure efficiency, State interests and the rights of people in the affected area.

"Local authorities and investors need to work with each family to listen, persuade, and thoroughly resolve their rights, considering it as the business of their family and relatives," said Ms. Yen.

Associate Professor Nguyen Lan Hieu (Director of Hanoi Medical University Hospital) also wondered why projects implemented by the private sector can calculate in detail the land clearance and resettlement of each household, but Long Thanh airport "is very large in scale but is done worse?".

Ms. Nguyen Thi Suu (Deputy Head of the Thua Thien Hue Delegation) requested the Government to calculate the progress of resettlement time, stabilize people's lives when clearing land, compensate and clarify the responsibilities of investors and contractors when the project is prolonged. "In Dong Nai, after clearing and returning the clean land, people do not have stable housing. This needs to be quickly resolved," she said.

The Government proposed to extend the disbursement of compensation support capital of more than VND 2,500 billion to 2024, but according to Mr. Nguyen Huu Toan (Deputy Chairman of the Finance and Budget Committee), this is actually the budget for 2021 that has been settled by the National Assembly. "Should the National Assembly agree to add to the settled amount?", he said and suggested that when arranging, it is necessary to clearly state the capital of the medium-term plan and the budget estimate of which year.

Explaining, Minister of Transport Nguyen Van Thang said that the Government and Dong Nai have resolutely reclaimed land and cleared the site to build Long Thanh airport, but two years of Covid-19 have created many difficulties. At the end of 2022, when he and the Prime Minister inspected the resettlement area, they found that all schools under construction had to be temporarily suspended. Many contractors abandoned the project because of high material prices and lack of capacity to carry out the project.

"The good news is that the projects have now been re-implemented. The land clearance issue has passed the most difficult stage," he said.

Answering the question "Will the extension of the site clearance project slow down the overall progress of the airport project?", Minister Thang said "if Long Thanh airport is delayed, it will not be more than a year, that is, until 2026". Currently, the overall progress of the project is under control, and the component projects have accelerated. The most important item, the passenger terminal, has also found a contractor and is being implemented.

"We are determined to direct and try to ensure the airport's completion in 2025," said Minister Thang.

Yesterday morning, Minister of Transport Nguyen Van Thang, on behalf of the Government, submitted to the National Assembly a proposal to adjust some contents of the National Assembly Resolution on the feasibility study report of the land acquisition, compensation, support and resettlement project of Long Thanh International Airport . The Government proposed to extend the project until the end of 2024 due to the complicated developments of the pandemic in 2020-2021; coordination with people to measure, count, and develop land compensation plans encountered many difficulties; and a large amount of work.

Long Thanh Airport has a designed capacity of 100 million passengers and 5 million tons of cargo per year. The total investment capital of the project is about VND336,630 billion (USD16 billion), of which the first phase, to be completed in 2025, is VND114,450 billion (USD5.45 billion).
