On the afternoon of March 29, Prime Minister Pham Minh Chinh chaired a meeting on the results of the inspection and urging the implementation of the plan to complete 3,000km of expressway by the end of 2025 by 7 working delegations led by Deputy Prime Ministers.
During the period from March 6-14, 2025, inspection teams directly inspected the site and worked with localities, investors, and contractors.

The delegations issued 7 Notices assigning specific tasks to each agency and unit to focus on resolving and promoting the progress of the projects. All localities committed to completing the milestones set by the inspection delegation.
The summary report of the Ministry of Construction and opinions at the meeting said that the inspection teams assessed that the competent authorities had made efforts in implementing the projects, and that the localities had also mobilized the entire political system to participate in the work of site clearance and handling procedures for granting construction material mines.

Regarding capital for the Tuyen Quang - Ha Giang expressway project and the Cao Lanh - An Huu project, the Ministry of Finance has reviewed and reported to the Prime Minister for arrangement.
Based on the actual situation, the inspection teams assessed the possibility of completion of 28 projects with a total length of 1,188km divided into 2 groups.
Group 1 is projects that ensure completion in 2025, including 18 projects/897km (Ministry of Construction and VEC 16 projects/871km.
The localities of the 2 projects (26km) basically have no major difficulties or problems, and the implementation progress is closely following the set plan.
Investors and contractors are making efforts to closely follow the plan. It is expected that by April 30, 2025, 2 sections/90km will be completed and put into operation (Ben Luc - Long Thanh project, section from National Highway 1A to Nguyen Van Tao intersection, 20km long, the last section of Van Phong - Nha Trang project, 70km long) and the main expressway routes of 4 projects/158km will be opened to traffic (Bai Vot - Ham Nghi project, 35km, Ham Nghi - Vung Ang, 54km, Bung - Van Ninh, 49km, Bien Hoa - Vung Tau, section through Ba Ria - Vung Tau province, 20km).
Five projects with a total length of 278km are being focused on resolving existing problems and actively constructing to strive for traffic opening on September 30, 2025. The remaining eight projects are being scientifically implemented by investors and contractors, determined to strive to complete the main expressway opening by the end of 2025.
Group 2 is the projects that are still facing many difficulties, including 10 projects/291km with a plan to complete in 2025 (Ministry of Construction 1 project/18km; localities 9 projects/273km) and 2 projects Huu Nghi - Chi Lang and Dong Dang - Tra Linh with a plan to open the route in 2025. After the inspection teams gave instructions, the projects have had many positive changes. However, there are still some tasks related to site clearance and construction material sources that have not met the requirements.
Faster, more breakthrough
In his concluding remarks, Prime Minister Pham Minh Chinh assessed that practice has shown that the establishment of inspection teams led by Deputy Prime Ministers is effective, basically resolving difficulties and providing many solutions for ministries, branches, localities and agencies to implement.

The Prime Minister requested localities to mobilize the entire political system to participate, especially to completely complete site clearance with flexible application of policies, not to let people suffer, pay attention to the material and spiritual life and livelihood of the people, ensure that the new place of residence is better than or equal to the old place of residence, special subjects must have special policies; at the same time, ensure the supply of raw materials for the projects.
Note some specific tasks, The Prime Minister stated that the provinces of Dong Nai, Vung Tau, Khanh Hoa, Tuyen Quang, Ha Giang, Binh Duong, and Ho Chi Minh City have focused on directing and need to properly implement the commitment to complete site clearance for projects before April 15, 2025.
Localities: Dong Nai, Khanh Hoa, Dak Lak, Da Nang, Hau Giang, Ca Mau, Soc Trang, Bac Lieu, Can Tho coordinate with EVN to relocate electrical engineering works; leaders of the Ministry of Industry and Trade immediately inspect, urge, coordinate, and support localities.
Da Nang city (Hoa Lien - Tuy Loan project) and Tuyen Quang and Ha Giang provinces (Tuyen Quang - Ha Giang project) speed up licensing procedures, increase capacity of rock and soil mines, to be completed in April 2025.
Long An Province (Ho Chi Minh City Ring Road 3 project) speeds up the progress of the intersection project with Ben Luc - Long Thanh Expressway to ensure the synchronous exploitation of 20km of Ben Luc - Long Thanh project by April 30, 2025. VEC reviews the progress, accelerates the completion of bidding packages to soon put these 20km into operation, and urgently completes the selection of contractors for the bidding package for the Ben Luc - Long Thanh project, no later than April 2025.
Lang Son province (Huu Nghi - Chi Lang and Dong Dang - Tra Linh projects) directed investors to resolutely deploy to open the route and complete it in 2025.
An Giang province urgently completes procedures to increase Antraco stone mine reserves to prioritize supply for key projects in the region planned to be completed in 2025.
Ho Chi Minh City and the provinces of Dong Nai, Binh Duong (Ho Chi Minh City Ring Road 3 project), Dong Thap (An Huu - Cao Lanh project) and the provinces of Tuyen Quang, Ha Giang (Tuyen Quang - Ha Giang project) review progress, proactively source materials, have appropriate and effective technical solutions, do not delay the progress of the projects, and be responsible to the Government and the Prime Minister for the implementation results.
The Prime Minister emphasized that projects completed ahead of schedule and on schedule should be rewarded according to regulations; there should be sanctions for agencies, units and contractors that do not complete projects on schedule.
Stating that capital sources for projects are guaranteed, the Government will balance capital to prioritize projects to be completed in 2025. The Prime Minister assigned the Ministry of Finance to preside over and coordinate with localities to review and allocate sufficient capital for these projects, handle them according to authority and report if they exceed authority, to be completed in April 2025.
In particular, the Prime Minister agreed to the policy of allocating capital for projects such as the Tuyen Quang - Ha Giang expressway project (Tuyen Quang province proposed to add 1,800 billion VND, Ha Giang province proposed to add 1,387 billion VND), Cao Lanh - An Huu project (Dong Thap province proposed to add 350 billion VND for capital needs in 2025)...
Agencies urgently complete procedures for appraising and adjusting investment policies for projects in Bien Hoa - Vung Tau, Nam Dinh - Thai Binh - Hai Phong, Dak Nong - Binh Phuoc, and provide appropriate guidance.
Resolutely requesting that by December 2025, the expressway from Cao Bang through Lang Son to Hanoi, to Ho Chi Minh City and to Dat Mui (Ca Mau) must be opened. The Prime Minister also directed urgent research and investment in the construction of the expressway from Ca Mau to Hon Khoai port (about 90km).
The Prime Minister noted that work should be assigned and contracts should be awarded to contractors who perform well in the next major infrastructure projects; major contractors should assign subcontractors, and central contractors should connect with local contractors and share work so that they can grow, mature, and create more jobs and livelihoods for local people.
