Dalat officially bans horse carriages around Xuan Huong Lake

Mr. Nguyen Duc Cu, Head of the Economic Department of Da Lat City, said that the People's Committee of Da Lat City has just issued a document assigning the Urban Management Department to coordinate with the Da Lat City Police to put up signs prohibiting horse-drawn carriages from operating around Xuan Huong Lake from February 25.

Previously, the Da Lat Economic Department chaired a meeting with the Urban Management Department, the Department of Culture and Information and representatives of the People's Committees of Wards 1, 8 and 10 (Da Lat City) regarding the illegal passenger transport by horse-drawn carriage at Xuan Huong Lake because it was not registered for business, did not list prices, did not account for revenues and expenditures, and did not pay taxes to state agencies...

This activity poses a potential risk to traffic safety when participating in traffic; the vehicle carries many people but there is no traffic safety warning solution, and the long lines when participating in traffic affect other means of transport.

On the other hand, horse-drawn carriages cause bad odors that affect households around the area; residents often complain about the parking lot on Cach Mang Thang Tam Street. Therefore, ending the passenger transport by horse-drawn carriage at Xuan Huong Lake is necessary to ensure traffic safety, environmental sanitation, and security and order in the locality.

According to the Economic Department of Da Lat City, around Xuan Huong Lake there are about 30 horse-drawn carriages operating spontaneously, with one representative for all 30 carriages, Mr. Nguyen Viet Dong (residing on Bui Thi Xuan Street, Ward 8, Da Lat City). The horse owners collect money according to the agreement with the passengers, the price is from 80,000 - 100,000 VND/person. The transportation price is not listed, there is no accounting of income and expenditure, no business registration, no tax payment to state agencies... There are 2 operating routes, one from Cach Mang Thang Tam parking lot to the roundabout of the Labor Culture House and vice versa; the second from Cach Mang Thang Tam parking lot to the beginning of Dinh Thien Hoang Street, Tran Quoc Toan (pedal boat marina) and vice versa.

The document of Da Lat City People's Committee assigned the Urban Management Department to coordinate with relevant units to study current regulations on planning of parking lots and operating routes of passenger transport services by horse-drawn carriage to move to the road around Tuyen Lam Lake, part of Tuyen Lam Lake National Tourist Area.

Assign the Finance and Planning Department to research and provide guidance on types of operations under the cooperative and cooperative group model to manage in accordance with legal regulations when changing operating locations.
