On August 1, the Department of Natural Resources and Environment (DONRE) held a ceremony to announce the decision to merge and reorganize the provincial Land Registration Office (LDRO). The People's Committee of Phu Tho province decided to merge the Land Registration Office of Viet Tri city and Phu Tho town into the Land Registration Office under the Department of Natural Resources and Environment to establish a Branch of the Land Registration Office in Viet Tri city and Phu Tho town. For 11 districts, reorganize the Land Registration and Land Fund Development Office under the District People's Committee into the Land Fund Development Center under the District People's Committee and the Branch of the Land Registration Office under the Land Registration Office under the Department of Natural Resources and Environment.

At the ceremony, the Department of Natural Resources and Environment also announced the decisions to receive and appoint leaders of the Branch Office of Land Registration in districts, cities and towns.
Speaking at the ceremony, Vice Chairman of the Provincial People's Committee Phan Trong Tan emphasized that the completion of the Land Registration Office system in the province is necessary, in accordance with the provisions of the Land Law No. 31/2024/QH15 and meets the requirements of State management of land. The completion of the Land Registration Office aims to ensure that land registration procedures and assets attached to land are carried out simply and conveniently according to the "one-stop" mechanism; land records and land databases are always updated and adjusted fully and regularly, meeting the information requirements in land management and the real estate market.
Director of Department of Natural Resources and Environment awarded the Decisions of acceptance and appointment to the Directors of the Branches of the Registration Office.
This is the agency that performs functions and tasks directly related to the rights of people and businesses regarding land registration, housing and other assets attached to land; building, managing, updating, and unifying cadastral records and land databases; conducting land statistics and inventories and providing land information to organizations and individuals according to the provisions of law... Therefore, the Vice Chairman of the Provincial People's Committee requested the Department of Natural Resources and Environment to coordinate with departments, branches, People's Committees of districts, cities and towns to organize the implementation of the Project on Perfecting the System of Land Registration Offices in Phu Tho province approved by the Provincial People's Committee. In particular, urgently complete the procedures for receiving and handing over civil servants, contract workers, finance, assets, facilities, equipment, records and related documents from the district-level Land Registration Offices for arrangement, management and use.
Preside over and coordinate with the People's Committees of districts, cities, towns and relevant agencies, advise on the development and submission for promulgation of the Coordination Regulations between the Land Registration Office, Branches of the Land Registration Office with the Department of Natural Resources and Environment, District People's Committees, financial agencies, tax agencies and other relevant agencies and units for implementation.
The Department directs the development and promulgation of the Regulations on the operation of the Registration Office in accordance with the provisions of law as well as develops a plan to review, arrange, assign, and use cadres, civil servants, contract workers, finance, assets, offices, and sign labor contracts with civil servants according to the decision on admission and recruitment. The Director of the Registration Office develops a Project to determine job positions, the structure of professional titles of civil servants, and the number of additional employees to be implemented under the autonomous mechanism; synthesizes and submits for approval for implementation.
For districts, cities and towns, the Vice Chairman of the Provincial People's Committee requested to promptly hand over sufficient number of officials, ensuring sufficient number of people working in the field of land registration with appropriate professional expertise and experience, to ensure normal operation of the Branch. At the same time, urgently issue regulations on functions, tasks, powers and organizational structure of the Land Fund Development Center.
He noted that although the Land Registration Office was reorganized under the Department of Natural Resources and Environment, it still undertakes tasks in the locality. He requested the People's Committees at the district level to pay attention to arranging a working place and storage warehouse for the Branch of the Land Registration Office in the locality to ensure stable operation and good performance of assigned functions and tasks; direct specialized departments, People's Committees of communes, wards and towns to strengthen coordination in performing tasks in the field of land registration.
