Announcement of audit decision in Thai Binh province

On the afternoon of September 21, the Provincial People's Committee coordinated with the State Audit to organize a conference to announce the State Audit's decision on auditing the local budget settlement report for 2022 and auditing construction activities and the management and use of investment capital for the coastal road construction investment project in Thai Binh province.

Comrade Nguyen Quang Hung, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee spoke at the conference.

Attending the provincial conference were comrades: Dang Thanh Giang, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council; Nguyen Quang Hung, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee.

Attending the conference on the side of the State Audit was comrade Bui Quoc Dung, Deputy State Auditor General.

Accordingly, the audit content for the 2022 local budget settlement report includes: budget estimation work; budget management work; synthesis work, preparation of local budget settlement report and for construction activities and management and use of investment capital for the coastal road construction investment project of Thai Binh province including: investment capital sources, investment costs of projects; compliance with laws, construction investment management regimes, finance, accounting and other relevant legal policies. The audit period is 30 days for the 2022 local budget settlement report and 40 days for construction activities and management and use of investment capital for the coastal road construction investment project of Thai Binh province, from September 21, 2023.

Speaking at the conference, the Standing Vice Chairman of the Provincial People's Committee affirmed: In recent years, the State Audit has supported the province in building and operating the local budget effectively; through the audit conclusions, it has helped the province improve the effectiveness and efficiency of state management in the fields implemented by the State Audit, especially in the fields of revenue, expenditure, management and use of the state budget, management and use of investment capital.

The Standing Vice Chairman of the Provincial People's Committee requested the departments, branches, sectors and districts with audited contents to strictly comply with the decision of the State Audit, arrange professional staff to work with the audit team; provide full records and documents to serve the audit team; arrange working time with the audit team; explain related issues as requested by the audit team; at the same time, assign the Department of Finance to be the focal point for auditing the local budget settlement report in 2022 and the Provincial Traffic Construction Investment Project Management Board to be the focal point for auditing construction activities and the management and use of investment capital for the coastal road construction investment project of Thai Binh province.

On behalf of the State Audit, Mr. Bui Quoc Dung, Deputy State Auditor General, requested the province to direct the audited departments, branches, sectors and districts to arrange appropriate and consistent staff; closely follow the content of the audit decision to provide timely and accurate information and documents. At the same time, each member of the audit team is required to closely follow the objectives and content of the approved audit plan to conduct the audit; during the audit process, fully implement the audit evidence, proactively and closely coordinate with the audited departments, branches, sectors and districts; strictly implement the provisions of the State Audit Law, work impartially and objectively, and not harass or cause trouble for the audited departments, branches, sectors and districts.
