According to the Ministry of Education and Training, from 2025, literature will continue to be tested in essay form, while the remaining subjects will be multiple choice.

Multiple choice tests still retain their existing format (multiple choice tests) and have some additional test formats: true-false (testing all abilities simultaneously in one question) combined with scoring rules to create high differentiation; short answer format requires candidates to find the answer themselves, with a thinking style similar to essay format.

More diverse test formats can better test students' abilities as required by the new curriculum, according to the Ministry of Education and Training. This also overcomes the shortcomings of previous multiple-choice tests.

For example, in the short answer format, the probability of a random score is 0, which will limit the situation where students choose arbitrarily to get lucky scores, as well as ensure that students have to practice reasoning during the review process for multiple-choice exams.

For the literature subject, the exam will no longer use materials from textbooks in accordance with the orientation of the 2018 General Education Program.

2025 is also the first year that information technology and information technology are included in the high school graduation exam.

The calculation of high school graduation scores has also been adjusted. Accordingly, the average score of the exam subject plus the incentive points if any accounts for 50%, and the average score of the high school years accounts for 50%, plus the priority points if any divided by 4. The calculation of the average score for the school year will include the total average score of grade 10x1 plus the average score of grade 11x2 plus the average score of grade 12x3 then divided by 6.

In previous years, the graduation score was calculated based on the formula: exam score accounted for 70%, study score accounted for 30%, and study score only used the score of grade 12.

In addition, according to the draft, the 2025 high school graduation exam will have only 3 exam sessions (the 2024 exam has 4 exam sessions).

The number of graduation exams has also been reduced. Each candidate taking the graduation exam will only have to take 4 subjects including math, literature and 2 elective subjects from physics, chemistry, biology, history, geography, economic education and law, information technology, technology - industry, technology - agriculture, foreign languages (English, Russian, French, Chinese, German, Japanese and Korean).

2025 is the first year that the high school graduation exam is organized according to the 2018 General Education Program.

According to the Ministry of Education and Training, in order to best prepare the necessary conditions for organizing the exam, and at the same time help schools, teachers, and students be proactive in reviewing, teaching, and learning activities, right from the beginning of the school year, the Ministry has directed units to develop plans, prepare early, remotely, the work and tasks related to exam preparation and organization, including developing reference questions for the high school graduation exam from 2025.

Compared to previous years, this year the reference exam questions were announced nearly 5 months earlier; thereby helping schools, teachers and students to be proactive in the process of teaching, learning and reviewing to prepare for the exam to achieve many goals as announced by the Ministry.
