BPO - Today, April 12, in Hanoi, the United Nations Development Program in Vietnam (UNDP) in collaboration with the Vietnam Fatherland Front's Center for Training and Scientific Research and the Center for Community Support and Development Studies (CECODES) announced the 2022 Provincial Governance and Public Administration Performance Index (PAPI) in Vietnam.
The PAPI Index is a tool that reflects the people's voice on the level of effectiveness of state management, governance and public service provision of governments at all levels. The PAPI Index includes: 8 content area indexes, 29 component content indexes and more than 120 component indicators on governance and public administration effectiveness of all 63 provinces/cities. The goal of the PAPI Index is to contribute to improving the quality of operations of government apparatus at all levels, enhancing the spirit of serving the people, enhancing publicity, transparency and accountability of public organizations, ensuring basic human rights, especially the right to express opinions, access information and use basic quality public services.
In 2022, 16,117 people nationwide participated in the PAPI survey, sharing their assessments of the performance of the public sector. In particular, in Binh Phuoc province, the survey was conducted in 12 hamlets and neighborhoods of 6 communes, wards and towns in Dong Xoai city, Dong Phu district and Chon Thanh town.
As a result, the locality leading the PAPI index in 2022 is Quang Ninh province with 47.876 points, followed by Binh Duong province with 47.448 points. The province with the lowest PAPI index is Cao Bang with 38.80 points.
Binh Phuoc province, PAPI index in 2022 reached 39,935 points. Specifically: 3/8 content indexes increased (people's participation at the grassroots level; environmental governance; e-governance); 5/8 content indexes decreased (publicity, transparency in decision-making, accountability to people; control of corruption in the public sector; public administrative procedures; public service provision). In which, the e-governance content index is still in the group of 16 leading provinces and cities nationwide.
