Below this article, reader Chi Nguyen sent a question: "Why are there only 8 provinces and cities and not the whole country? Or are the 8 provinces mentioned above poorer than the remaining provinces? Or do the above provinces have better social security than the remaining provinces? State management of tuition fees

Decree No. 81/2021/ND-CP dated August 27, 2021 of the Government stipulating the mechanism for collecting and managing tuition fees for educational institutions in the national education system and policies on tuition exemption, reduction, support for learning costs; service prices in the field of education and training.

In Decree No. 81/2021/ND-CP dated August 27, 2021 of the Government, the price of services in the field of education and training is the amount of money that service users must pay for each service in the field of education, training and vocational education, including: tuition fees (according to the levels of education and training) and prices of other services in the field of education and training (price of admission services, etc.)

Tuition is the amount of money that a learner must pay to cover part or all of the costs of educational and training services. The tuition fee level is determined according to the roadmap for ensuring the costs of educational and training services prescribed in this Decree.

Regarding state management of service prices in the field of education and training, the Ministry of Education and Training and the Ministry of Labor, War Invalids and Social Affairs shall preside over and coordinate with the Ministry of Finance and relevant ministries and branches to perform the state management function of tuition fees and prices of other services in the field of education and training.

"The People's Committee at the provincial level shall perform state management of tuition fees and prices of other services in the field of education and training; promulgate economic and technical norms and cost norms applicable in the field of education and training for services for which economic and technical norms have not been promulgated under the management authority of the locality; decide on methods of assigning tasks, placing orders, and bidding for the provision of products and services in the field of education and training; decide on prices for ordering services in the field of education and training in the list of public services using the budget under the management authority of the locality. The People's Committee at the provincial level shall submit to the People's Council at the provincial level for decision on the framework or tuition fees for public preschool and general education; stipulate in detail the list of revenues and collection levels, and the revenue and expenditure management mechanism for services supporting education and training activities for public educational institutions under its management authority for application in the locality", Decree No. 81/2021/ND-CP dated August 27, 2021 of the Government stated.

Tuition free: Depending on each local budget

Thus, the People's Committees of provinces and cities submit to the People's Councils of provinces and cities for decision on the framework or tuition fees for public preschool and general education. Resolutions of the People's Councils of provinces and cities are issued, regulating tuition fees for public educational institutions in that province or city.

The People's Council of the province or city must also issue a resolution to support tuition fees for preschool children, high school students and students studying the continuing education program at high school level at educational institutions in the province in a specific school year, to decide whether the province or city will support 100% of tuition fees from preschool to grade 12 (or reduce or exempt how much) or not.

For example, on the afternoon of October 18, 2024, the 17th People's Council of Vinh Phuc province discussed and approved a Resolution to support tuition fees for preschool children, general education students, and students studying the continuing education program at high school level in the 2024-2025 school year.

Children from preschool to grade 12; students studying the continuing education program at high school level at public educational institutions who are subject to tuition fees will be supported with 100% of the tuition fees payable for the 2024-2025 school year according to the provisions of Resolution No. 08/2024/NQ-HDND dated July 11 of the Provincial People's Council stipulating tuition fees for public educational institutions in Vinh Phuc province from the 2024-2025 school year.

Quang Ninh exempts 100% of tuition fees for students from kindergarten to grade 12 in the 2024-2025 school year

Preschool children studying at non-public facilities; high school students studying at non-public educational facilities are also supported at the same level of support for preschool children; high school students studying at public educational facilities at the same level and in the same region are subject to tuition fees as public schools.

The total budget for tuition support for the 2024-2025 school year is estimated at about 142 billion VND - from the Vinh Phuc provincial budget.

Or on September 23, 2024, the People's Council of Quang Ninh province passed a Resolution to support 100% of tuition fees for students from kindergarten to grade 12 in the 2024-2025 school year, with an estimated funding source of about 167 billion VND from the provincial budget.

Or in Khanh Hoa, during the 9 months of the 2024-2025 school year, Khanh Hoa province will support 100% of tuition fees for children from kindergarten to grade 12, and continuing education students studying at public educational institutions in the province. This support level is implemented according to the tuition fee collection level for the 2024-2025 school year (specified in the previously issued resolution).
