The 500 kV line 3 project contributes to preventing the recurrence of local power shortages in 2023.
Speaking at the online conference of the Government Standing Committee with ministries, branches and 9 localities to promote the progress of the implementation of the 500 kV line 3 project from Quang Trach (Quang Binh) to Pho Noi (Hung Yen) on the morning of January 28, Prime Minister Pham Minh Chinh said that the 500 kV line 3 project "should have been built many years ago" but due to objective and subjective conditions, it has not been done. In particular, this is a national key project, urgent, relatively large in scale (nearly 1 billion USD), passing through many localities, playing an important role in national energy security, contributing to not repeating the situation of local power shortage in 2023, especially in the Northern region.
"This is the interest of the nation, of the people, of all people, not the business of any individual, so together with the main and core units, the entire political system, ministries, branches, and localities where the project passes through must get involved, the people, and socio-political organizations must participate, thereby mobilizing total strength to implement, making up for the previously delayed progress and time. The greater the pressure, the greater the effort, determination, and drastic action, and finishing each task," the Prime Minister emphasized.
The Prime Minister emphasized the requirement to ensure progress, improve project quality, ensure labor safety and environmental sanitation, prevent unfortunate incidents, not affect people, and prevent corruption, negativity, and group interests.
According to the Prime Minister, with better current conditions in terms of experience, technology, qualifications, etc., the construction time must be even shorter to meet the country's development requirements. The determination of the Government and the Government Standing Committee is to complete and put the project into operation in June 2024.
The Prime Minister assigned Deputy Prime Minister Tran Hong Ha, Minister of Industry and Trade Nguyen Hong Dien and leaders of relevant agencies to hold monthly meetings to review and promote project progress; Deputy Prime Minister Tran Luu Quang directly directed the handling of issues related to forest land use and the amendment of Decree 156/2018 of the Government detailing the implementation of a number of articles of the Forestry Law.
Need to innovate the way of doing things
Regarding specific tasks, according to the Prime Minister, to build the line, there are 5 basic tasks including: (1) Site clearance; (2) logistics work, building logistics roads, ensuring the line corridor; (3) digging holes, building column foundations; (4) erecting columns; (5) pulling wires. Listening to Mr. Nguyen Tuan Tung, Chairman of the EVNNPT Board of Members report, the Prime Minister said that the current situation is that EVNNPT is basically doing everything and if this method of doing things continues, it will be difficult to ensure the set progress.
The Prime Minister requested that it is necessary to innovate the way of working towards close coordination between relevant entities; at the same time, clearly define the tasks that local entities and enterprises can participate in or partially support (such as site clearance, creating construction space, building logistics roads, digging foundation pits, casting foundations according to design); tasks that require higher expertise that EVNNPT must play a leading role or do 100% (such as erecting poles, pulling wires).
"No one can buy the best raw materials than local people. Digging and building foundations is not complicated, so local businesses can do it. This also helps create jobs for businesses and local people, while improving the capacity of businesses and workers. Contractors can be appointed, as long as there is no negativity or corruption," said the Prime Minister.
The Prime Minister emphasized the need to calculate very carefully and specifically each task that needs to be done. "The site clearance has been completed, but as I surveyed yesterday afternoon, there are places where people's rice fields are lying around, so how can we transport materials, equipment... into the construction area?", the Prime Minister gave an example.
The Prime Minister also noted that EVN and EVNNPT should coordinate with localities to develop plans and progress for each task for each province to implement; build transformer stations, pull electricity, and supply electricity to industrial parks, service areas, urban areas... appropriately, meeting the needs of socio-economic development.
The Prime Minister said that through information from the working session and field survey, and discussions with district and commune leaders, there is a very high spirit of unity at all levels, sectors, agencies and local people in project construction.
Localities urgently complete the handover of the project site; ensure security, order and safety during construction in the project area; provide appropriate and legal compensation to people who have given up their land for the project; mobilize local people to participate in related stages and tasks such as digging foundations, building logistics and public roads... and contribute ideas and create a competitive movement to implement the project.
Regarding construction materials, the Ministry of Construction manages prices and responds promptly; localities must also participate in ensuring materials. Agencies and localities do a good job of propaganda and mobilizing people so that they continue to support and actively participate when mobilized and support construction forces, for the benefit of the nation, the development of each locality and for the benefit of each individual.
