The General Department of Taxation is promoting the synchronous implementation of solutions to prevent the illegal purchase, sale and use of invoices.
Recently, the General Department of Taxation has directed tax authorities at all levels to strengthen tax management, inspection and examination of taxpayers' implementation of tax laws; strengthen coordination with competent authorities in preventing and combating crimes in the tax field such as tax evasion, fraudulent appropriation of tax refunds; illegal purchase, sale and use of invoices; combating loss of revenue to the state budget, ensuring social justice.
The tax authority has developed a set of criteria for assessing risks of electronic invoices (E-invoices), developed information technology applications to process E-invoice data, supported the identification of taxpayers at high risk of using E-invoices to issue warnings, handle violations, or transfer to the police in high-risk cases with signs of crime to coordinate investigation and handling if violations are detected.
Recently, the General Department of Taxation issued Official Dispatch No. 4786/TCT-TTKT on preventing and handling the situation of selling invoices on cyberspace to tax departments of provinces and centrally run cities to resolutely implement measures.
Specifically, promote the synchronous implementation of solutions to prevent the buying and selling of invoices on cyberspace, proactively collect information about subjects selling invoices on cyberspace in the area... At the same time, take measures to prevent the dissemination and posting of information on the sale of electronic invoices on cyberspace and promptly investigate and handle violations of the law by subjects.
In the coming time, the General Department of Taxation will direct tax departments to proactively deploy information technology solutions to collect, evaluate and analyze invoice information in cyberspace.
Along with that, tax authorities need to promote the dissemination of tax policies and laws on mass media so that people and businesses clearly understand the sanctions for the act of buying and selling invoices, and raise awareness of voluntary compliance with legal regulations on taxes and invoices.
Tax authorities continue to strengthen regular and closer coordination with the police and relevant authorities such as customs, banks, etc. to trace and handle taxpayers who buy invoices and thoroughly handle the cover-up of illegal acts in the use of invoices.
In the coming time, the tax authority will continue to coordinate in providing a list of taxpayers with high risks regarding invoices to the police to conduct review, investigation, and strict handling of any violations according to the provisions of law.
In addition to strengthening coordination with the police to exchange and provide information when issuing notices and decisions related to organizations and individuals violating the law to the tax authorities, the General Department of Taxation is also building an application to warn about issuing electronic invoices to support tax authorities and the police in early detection and timely prevention of fraudulent electronic invoice acts, thereby contributing to creating a healthy competitive environment in production and business.
Note: With the application of Big Data in invoice management, violations in the use of illegal invoices will be detected by tax authorities.
