TPO - At the launching ceremony of the implementation of digital report cards in general schools, Mr. Tran The Cuong, Director of the Hanoi Department of Education and Training, said that from the successful pilot of digital report cards at primary level, the school year has come to the stage of implementation at high school level. Digital report cards are more convenient for parents, students as well as for management.

On August 12, the Hanoi Department of Education and Training held a launching ceremony for the implementation of digital transcripts in general schools. In the 2023-2024 school year, Hanoi is the leading unit nationwide in the implementation of digital transcripts at the primary level with nearly 98% of schools successfully participating.

According to the Hanoi Department of Education and Training, last school year the locality piloted the implementation of digital student records for 843 primary schools, both public and non-public. The Hanoi Education and Training sector database was supported by the Department of Information Technology, Ministry of Education and Training in terms of storage and operation infrastructure.

Schools are fully equipped with computers connected to the Internet, and have staff to operate specialized education management systems and databases. In particular, to implement this, teachers must be trained.

The pilot implementation of digital report cards in primary schools as of July 2024 has reached 97.6%, leading the country. The remaining percentage is a number of students who have not completed their tasks, continue to practice in the summer, and will complete the digital signature after receiving additional training results; some students in international schools, students whose parents have not yet issued personal identification numbers.

Mr. Tran The Cuong, Director of the Hanoi Department of Education and Training, said that from the results of the pilot digital report cards for primary schools, the unit will expand the implementation to all general schools in the city in the 2024-2025 school year.

Schools are required to develop a plan to deploy digital transcripts locally and at school, including preparing technical conditions, personnel, and resources to ensure implementation.

"The implementation process needs to be thorough, clearly defining the tasks and responsibilities of management levels, gradually perfecting a suitable management model, with the right authority, leaving no legal loopholes, and not allowing group interests to occur," the Department of Education and Training requested.

Mr. Tran The Cuong also said that Hanoi is a locality with a large number of schools and a large number of students, so when implementing the pilot digital report card, there are still difficulties and obstacles. However, the industry is determined to overcome any difficulties and is determined to "make it happen".

The Hanoi Department of Education and Training discussed with the Department of Information Technology of the Ministry of Education and Training and related units to get guidance and solutions for teachers and schools. Up to this point, issues related to teachers' digital signatures are one of the conditions for implementation.

In response to this question, the Director of the Hanoi Department of Education and Training said: “Obviously, when switching to digital transcripts, paper transcripts must be simple to avoid inconvenience for people and parents as well as reduce bookkeeping pressure for teachers. However, to ensure safety in all cases, the industry's software must keep a track of data so that in case of problems, it can be compared and checked. When implementing digital transcripts, the industry is concerned and raises the issue of transparency, information security, avoiding the phenomenon of distorting information or group interests.", Mr. Cuong said.

Vice Chairman of Hanoi People's Committee Ha Minh Hai requested Hanoi Department of Education and Training to promote the responsibility of the head of each unit and pay attention to investing in synchronous data infrastructure.

Promote digitalization and data connection; focus on "4 no's" including: meetings without face-to-face meetings, paperless document processing, contactless administrative procedure settlement and cashless payment.

Hanoi city leaders also requested the education sector to pay attention to safety in the digital environment, be able to provide new services quickly; use resources optimally and lead national digital transformation, effectively solve major problems in socio-economic development and management.

Mr. Thai Van Tai, Director of the Department of Primary Education (Ministry of Education and Training), said that by implementing digital report cards, management agencies will manage transparently, closely, and connect data. In addition, not having to print paper report cards also saves a lot of resources. Currently, many localities have only deployed 50% of primary schools, while in Hanoi, nearly 98% have digital report card data.
