On the evening of September 12, Mr. Hoang Thanh Cong, Head of the Criminal Investigation Agency of Region 1, Military Region 3 (Ministry of National Defense), said that to ensure objectivity, this unit has transferred the entire traffic accident case file related to Army Major Bui Tien Duong to the Criminal Investigation Department of Military Region 3 (the unit's superior) for handling.
The victim is being treated at Viet Tiep Friendship Hospital (Hai Phong)
Previously, at 6:05 p.m. on September 4, a traffic accident occurred in Zone 2, Van Huong Ward, Do Son District. Car with license plate 15A - 313.00 driven by Major Bui Tien Duong, Deputy Head of the Investigation Agency of Zone 1, Military Region 3, drove onto the sidewalk and hit Ms. Pham Thi Ngát (62 years old, residing in Hai Son Ward, Do Son District) who was sitting on the sidewalk.
As a result, Ms. Ngát's left leg was severed at the thigh area, with multiple injuries and was taken to the hospital for emergency treatment.
After the accident, Mr. Bui Tien Duong was also taken to the Naval Medical Hospital at the foot of Rao Bridge, Duong Kinh District, (Hai Phong City) for emergency treatment.
After the accident, Do Son District Police coordinated with the People's Procuracy of the same level and the Criminal Investigation Agency of Region 1, Military Region 3 to organize an investigation of the scene, an investigation of car 15A - 313.00; verified and recorded statements of witnesses and people involved in the traffic accident; and coordinated with the Naval Medical Hospital to work with Mr. Duong to test for alcohol concentration through breath and drugs, but Mr. Duong did not cooperate and did not comply.
Do Son District Police have drawn up a working record of Mr. Duong's refusal to allow alcohol and drug testing, witnessed by the emergency team of the Naval Medical Hospital and Lieutenant Colonel Hoang Thanh Cong, Head of the Criminal Investigation Agency of Region 1, Military Region 3.
On September 5, Do Son District Police issued Official Dispatch No. 20/CV-CADS requesting the Naval Medical Hospital to take Major Duong's blood sample to test for alcohol and drug levels, but the Naval Medical Hospital responded that the above tests were not indicated in emergency patient cases.
On the same day (September 5), the Criminal Investigation Agency of Region 1, Military Region 3 issued Official Dispatch No. 99/DTHS requesting the Do Son District Police to hand over the case file of the above traffic accident for handling according to authority.
On September 6, Do Son District Police handed over the case file of the above traffic accident to the Criminal Investigation Agency of Region 1, Military Region 3.
